Overview
The Programme Officer role focuses on programme implementation, providing guidance and oversight for administration and operations, and coordinating programme development, resource mobilization, and reporting.
Key Responsibilities
- Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action.
- Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, analyses and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.
- Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications.
- Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations.
- Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).
- Supervises and coordinates the implementation of programme and project activities;
- Coordinates the preparation of strategies, programme and project design, and resource mobilization activities around programme priorities;
- Represents FAO in relevant fora and meetings as requested by the FAOR;
- Provides advice to develop policies and strategies as well as national protocols and guidelines for projects with specific domains related to FAO's work;
- Initiates contact with potential partners to explore funding opportunities, leads negotiations of funding agreements and project proposals with governments, international organizations, private sector and civil society partners;
- Maintains effective working relationships with key stakeholders throughout the project cycle, including support implementation, facilitates monitoring and compliance issues and ensures submission of reports, as required;
- Provides leadership to FAO's work on emergencies as part of the resilience work in the country including needs assessment, programming, implementation and resource mobilization, in liaison and collaboration with the Food Security Cluster, other UN agencies, civil society partners and relevant FAO personnel;
- Promotes the implementation, monitoring and quality assurance of all cash transfer components (unconditional cash, cash for work and coupons).
Required Experience
- Seven years of relevant experience in project or programme management, administration or related areas.
- Work experience in more than one location or area of work, particularly in field positions, is desirable.
- Extent and relevance of experience in the management of technical cooperation projects and programmes, including the management of emergency and resilience related programmes.
- Extent and relevance of experience in programme/project formulation, analysis, planning and implementation.
- Extent and relevance of experience in liaising with international donor organizations and development partners and in preparing proposals for funding, monitoring budgets and preparing financial reports in donor specific formats.
- Level of knowledge of results-based management methods and experience in their application.
- Extent and relevance of experience in Level 3/Scale up emergency environments is considered a strong asset.
Qualifications
Advanced university degree (Master’s degree or equivalent) in business administration or public administration, social science, political science or a related field.
