Overview
The Assistant Operations Officer (Fleet Manager) will provide organized and accurate work, execute specific operational support activities, and advise less experienced staff on standard practices in their field of activity. The role aims to support the effective implementation and maintenance of quality fleet management practices.
Key Responsibilities
- Supervise and monitor the performance of WFP light vehicles (LVs) in the country to ensure optimal utilization.
- Advise Country Office (CO) and Field Offices (FO) on vehicle allocation and planning for efficient, effective, and safe fleet management.
- Ensure daily supervision of office drivers, monitor their performance, and oversee vehicle condition.
- Conduct analyses of the vehicle fleet status and recommend timely vehicle replacement.
- Ensure vehicle repairs and preventive maintenance are performed according to manufacturer recommendations and WFP standards.
- Prepare weekly and monthly maintenance schedules for all CO LVs and ensure their execution.
- Prepare maintenance work orders based on driver anomaly reports, regular vehicle checks, and preventive maintenance schedules.
- Ensure reliable maintenance providers are available in all country locations.
- Ensure all vehicles have appropriate insurance coverage and manage claims.
- Supervise and implement the CO/WFP road safety policy and procedures, including driver training and accident reporting.
- Ensure fleet management data (fuel, maintenance, etc.) is entered accurately and timely into the Fleet Management System (FMS).
- Prepare periodic reports on key fleet management performance indicators.
- Reconcile FMS data with physical data on fuel consumption and vehicle maintenance records.
- Manage local third-party and SIS insurance, ensuring timely renewal of contracts and policies.
- Collaborate with the Fleet Centre and relevant units to achieve and maintain an optimal fleet size for WFP Chad.
- Provide managerial guidance and ensure necessary training for drivers and fleet focal points.
- Produce required reports and information via the FMS and Vehicle Tracking System (VTS).
- Maintain an efficient vehicle document filing and archiving system.
- Manage carpooling services provided by WFP to service beneficiaries (other UN agencies).
Required Experience
At least four years of professional experience, at increasingly higher levels of responsibility, in fleet management with administrative work experience.
Qualifications
Completion of secondary school. A university degree in Administration or related disciplines will be an asset.
