Overview

The Operational Risk and Control Specialist provides guidance, technical support, and oversight to business units in the region, focusing on implementing partner management, internal control, and fraud risk management. The role identifies risks, flags control gaps, and implements mitigating measures.


Key Responsibilities
  • Master processes, systems, and policies for implementing partner risk management/HACT, including due diligence, capacity and risk assessment, monitoring, assurance, and IP fraud risk management.
  • Provide consistent guidance to business units on implementing IP risk and assurance policies, assisting in selecting operational modalities and instruments.
  • Support business units in implementing corporate risk-based IP assessment and assurance activities, facilitating escalation for exceptions.
  • Act as the first port of call for technical support to the Regional Office and business units on IP assurance and risk management.
  • Ensure business units have updated knowledge on IP management and support their application of corporate policies and standards.
  • Support the implementation of optimized corporate systems and tools, serving as a hub for knowledge management and learning.
  • Collect and promote best practices in IP management, addressing knowledge, capacity, and performance gaps.
  • Provide or arrange temporary backstopping to business units in case of capacity constraints.
  • Provide regional quality assurance over all HACT reports in the region.
  • Facilitate the development of appropriate IP due diligence tools for countries in the region.
  • Monitor and follow up on regional business unit compliance, timeliness, and completeness using available data and reports.
  • Analyze regional compliance and performance, identifying gaps for corrective action and providing regional quality assurance over data and processes.
  • Ensure compliance and performance of business units for IP assurance and that targets are met.
  • Monitor corrective action for IP management by business units and ensure technical support is provided.
  • Monitor, identify, and address business unit internal control weaknesses for IP risk management.
  • Escalate high risks detected for IP issues to the Chief, QMU, and the Regional Director as needed.
  • Master processes, systems, and policies for internal controls and fraud risk management.
  • Provide consistent guidance and solutions on the implementation of the Internal Control Framework (ICF), segregation of duties (SOD), system access/user roles, and Anti-Fraud and Anti-Money-laundering/Counter Financing for Terrorism (AML/CFT) policies.
  • Provide technical support, backstopping, and capacity building to business units on ICF, Anti-Fraud, and AML training.
  • Support business units to implement segregation of duties in the corporate ERP and ensure access roles are assigned in line with the ICF and SOD guidance.
  • Support business unit fraud risk assessments in conjunction with ERM colleagues.
  • Monitor regional business unit compliance, timeliness, and completeness using available data, reports, and dashboards.
  • Analyze and identify gaps and raise to the Regional Office for business unit corrective action on performance gaps in the application of the ICF, including assignment of user roles, anti-fraud, and AML policies.
  • Ensure business units take corrective actions.
  • Ensure system user roles are aligned with ICF policies and guidance.
  • Promptly escalate significant internal control weaknesses to the Chief, QMU, and the Regional Director, and coordinate corrective actions with HQ business owners.
Required Experience

A minimum of 5 years of professional experience in public administration, risk management, audit or other related areas, ideally in an international organisation. Previous experience in the UN and knowledge of UN internal control, risk management and implementing partner procedures is advantageous. Previous experience in field operations is advantageous.

Qualifications

Advanced university degree in any of the following disciplines: Public Administration, Business Administration, Risk Management, Audit, Management or other related field.
