Supply Monitoring Officer (Last Mile & End User Monitoring)
Overview
The Supply Monitoring Officer will support Ebola response operations in the DRC by monitoring end-users and last-mile supply chains. The role aims to enhance visibility, traceability, accountability, and timely use of emergency inputs.
Key Responsibilities
- Support the Supply Chain Monitoring and Accountability Specialist in deploying data collection tools and plans for Ebola response supplies.
- Conduct field monitoring missions to verify reception, availability, storage, distribution, use, and documentation of supplies at end-user level.
- Collect, review, and validate data from health facilities, warehouses, partners, and community distribution points.
- Identify and report stock-outs, overstocks, expired items, damaged products, poor storage practices, discrepancies, losses, diversion risks, and urgent redistribution needs.
- Enter, clean, and update monitoring data in agreed databases and dashboards.
- Follow up with field offices, partners, and government authorities on corrective actions.
- Support weekly monitoring updates, mission reports, recommendation tracking, and contributions to coordination meetings.
- Promote adherence to UNICEF Supply procedures, documentation requirements, ethical standards, safeguarding principles, and accountability mechanisms.
Required Experience
A minimum of five years of progressively responsible experience in supply chain and/or data analysis, supply chain monitoring, supply chain visibility and/or performance, or statistics, preferably in international development or business. Practical experience in complex data management, warehousing, and data analysis, preferably in procurement, statistics, surveys, logistics, and/or supply chain. Experience in designing, developing, or configuring applications and digital tools for data collection, monitoring, and management is a significant asset. Experience in developing automated monitoring, alert, and reporting tools. Experience in developing digital solutions for humanitarian operations or resource-limited environments would be an asset.
Qualifications
Bachelor's degree in Information Systems, Computer Science, Data Science, Data Analysis, Statistics, Information Management, Monitoring and Evaluation, Management Information Systems (MIS), Supply Chain Management, or any other relevant field.
