Overview
The Monitoring and Evaluation Officer is responsible for monitoring project progress, collecting data, and reporting on performance against the project monitoring plan. The role focuses on setting up and managing the M&E framework to support evidence-based decision-making and reporting.
Key Responsibilities
- Design, develop, and lead the implementation of a results-based Monitoring and Evaluation (M&E) system.
- Review national policies and integrate applicable performance targets into the project M&E system.
- Identify and update datasets required to measure project outcome and output indicators.
- Define and update data sources, data collection methods, and data collection frequency.
- Coordinate with M&E units of government counterparts and donor agency focal points.
- Collect, analyze, and manage baseline and progress data.
- Conduct biweekly monitoring of project implementation by partner organizations.
- Provide up-to-date performance and results information for virtual coordination meetings.
- Prepare analytical progress updates, reports, and briefing materials.
- Work closely with evaluation teams to support the design, implementation, and quality assurance of project evaluations.
- Mainstream gender equality and the “Leaving No One Behind” principle in all monitoring processes.
- Produce regular monitoring reports and analytical inputs for project reporting.
- Present monitoring findings in clear, innovative, and user-friendly formats.
- Document key outcome level changes, lessons learned, and success stories.
- Support coordination and synergies across project components.
- Conduct and/or support training and workshops on results-based management.
- Support and provide technical inputs to independent project evaluations.
Required Experience
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in policy making, policy analysis and research, statistics, project/program evaluation, preferably related to electoral reform, political party development, voter education, gender equality in decision making or other closely related fields.
- Solid experience in results-based management, data analysis, monitoring and evaluation, and evidence-based report writing would be considered as an asset.
- Experience in the development and implementation of quantitative and qualitative methodologies would be considered an asset.
- Experience working at international organizations, NGOs or the UN/UNDP is an asset.
Qualifications
Advanced university degree (master's degree or equivalent) in Law, Political Science, Development Studies, Public Policy, Gender studies, Statistics, or other closely related fields. A first-level university degree (bachelor’s degree) in the above fields, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
