Overview
The Information Technology Analyst will be the main point of contact for IT systems, tools, and practices at provincial and local government levels, and will be responsible for developing and managing data for evidence-based planning and reporting.
Key Responsibilities
- Collaborate to the implementation of e-Governance, data management and information and communication technology (ICT) at provincial and local level.
- Ensure coordination & knowledge management at provincial and local level.
- Ensure oversight and quality assurance on ICT and e-Governance work at provincial and local level.
- Support in producing periodic reports.
- Ensure mainstreaming of GESI throughout IT / e- Governance programme interventions.
Required Experience
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of working experience in the area related to information and communication technology and e-governance with introduction of innovative strategies and tools in public service delivery.
- Experience using MS Office (Word, Excel, Power Point etc.) and web-based management and analytical tools.
- Experience in working with IT/e-Governance systems development including inter-governmental relations.
- Experience in delivering training and other needed capacity on IT and e-Governance.
- Experience of designing, maintaining and upgrading database system.
- Experience in supporting the monitoring of functionalities of digital solutions
- Experience working with user-centered designs and conducting user research and testing
- Demonstrated and substantive experience in developing web-based applications, including databases, and mobile apps.
- Experience and sound understanding of the Sustainable Development Goals (SDGs) and their implications on local governance.
- Experience in Gender Equality and Social Inclusion (GESI) and its implication on local governance.
- Experience in designing, monitoring and evaluation tools.
- Demonstrated experience of delivering high-quality reports and knowledge products.
- Prior professional experience supporting IT/digital systems in Koshi Province, including with provincial/local governments, development partners, NGOs, or private-sector organizations.
- Experience in geographical context of Koshi Province and its local government structure.
- Experience working on ICT-related challenges, connectivity conditions and digital service delivery requirements across urban, rural, mountainous and remote areas of Koshi Province.
Qualifications
Advanced university degree (master's degree or equivalent) in e-Governance, Information and Communication Technology, Computer Science, or any other related field is required. Or A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with additional 2 years of relevant experience will be given due consideration in lieu of master’s degree.
