Overview
The Programme Officer will be responsible for providing managerial and technical expertise to ensure the effective implementation and coordination of the TRANSFORM programme activities in Guinea.
Key Responsibilities
- Participates in the development, implementation and evaluation of assigned activities of the Programme; monitors economic and political developments in Guinea and the sub-region to ensure project adaptation and analyzes programme development and implementation; reviews relevant documents and reports; identifies problems and risks to project implementation to be addressed and initiates mitigation measures with the Programme coordinator in Geneva; liaises with relevant parties; ensures follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Supports the organization and coordination of annual meetings of the Steering Committee and Technical Committee meetings.
- Helps coordinate with partners in Guinea to ensure the programme is visible and aligned with government priorities. Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- In collaboration with ITC experts, undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- In collaboration with the monitoring and evaluation expert, develop and maintain an updated central database that consolidates key information on all beneficiaries while capturing results aligned with the commitments defined in the logframe.
- Participates in the United Nations Country Team (UNCT) meetings and relevant inter-agency coordination mechanisms, representing ITC and ensuring effective coordination and alignment of the TRANSFORM programme with the United Nations Sustainable Development Cooperation Framework and other UN initiatives in Guinea.
- Performs other duties as required.
Required Experience
A minimum of five years (seven with a first level degree) of experience in project or programme management, administration or related area is required. Experience engaging with governmental bodies, public sector entities, and financial institutions in Guinea is required. Experience in supporting private sector development through assistance to agricultural value chains is required. Experience coordinating and managing large-scale programmes in a French-speaking sub-Saharan African country is desirable. Experience working with African development partners is desirable. Experience engaging with senior government officials, policymakers, and civil society in Western Africa is desirable. Experience with projects funded by the EU is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
