Overview

The consultant will analyze and triangulate existing evidence to prepare an evaluation report on UNICEF's MHPSS programming in Africa. The analysis will examine programming across various sectors and levels, considering cross-cutting dimensions.

Key Responsibilities

• Analyze and triangulate existing primary and secondary evidence.
• Prepare the evaluation report in accordance with the agreed evaluation framework.
• Apply a cross-sectoral and systems-level lens to examine UNICEF-supported MHPSS programming.
• Cover community-based interventions, workforce development, caregiver support, policy and financing, multisectoral coordination and referral mechanisms, and MHPSS data and evidence systems.
• Consider results at national, subnational and community levels, as well as gender equality, disability inclusion, social policy and climate resilience.

Required Experience

• At least 10 years of progressively responsible professional experience in evaluation, applied research or evidence generation in humanitarian and/or development contexts.
• Demonstrated experience analyzing and synthesizing existing primary and secondary evidence, including qualitative interview and focus group data, survey data, programme-monitoring information, administrative data and documentary evidence.
• Experience and knowledge in MHPSS programming, preferably in humanitarian, fragile, conflict-affected or displacement contexts in Africa.
• Experience working in countries within WCAR and/or ESAR and a strong understanding of the institutional, sociocultural and programmatic contexts of the two regions is highly desirable.
• Proven ability to assess the quality, completeness, comparability and limitations of existing datasets and to develop appropriate analytical strategies for addressing evidence gaps.
• Demonstrated experience applying mixed-methods, theory-based, contribution-analysis and utilization-focused evaluation approaches.
• Strong experience in systematic qualitative and quantitative analysis, evidence triangulation, comparative analysis and the development of findings, conclusions, lessons learned and actionable recommendations.
• Demonstrated experience analysing equity, gender equality, disability inclusion, human rights and child-rights considerations within evaluations and research.

Qualifications

Advanced university degree (Master’s or higher) in evaluation, psychology, mental health, public health, child protection, social sciences, epidemiology, statistics, international development or another relevant discipline.
