Contract Management Specialist

Overview

Lead demand-driven technical assistance assignments for climate-resilient infrastructure implementation in Eastern Caribbean SIDS, ensuring quality delivery and fostering sustainable skills exchange.

Key Responsibilities

• Interpret, analyze, and advise on contract management matters.
• Evaluate and propose modifications to contractual terms.
• Perform cost estimations and evaluate financial impacts of contractual clauses.
• Conduct technical analyses of time and cost impacts related to contractual aspects.
• Conduct technical site visits to inspect contract management aspects and verify compliance.
• Manage, evaluate, and respond to contractor claims.
• Prepare documentation and defense strategies for dispute resolution.
• Participate in negotiations, mediation, or arbitration.
• Generate and submit detailed reports on contractual interpretations.
• Deliver RIISE Helpdesk reports or Assignment Closure Reports/Final Technical Reports.
• Document knowledge transfer to government counterpart staff.
• Summarize relevant safeguards and risk issues.
• Provide actionable recommendations and note limitations.
• Secure Intellectual Property (IP) Handover Confirmation.

Required Experience

• A minimum of 3 years of experience in managing public works contracts with international funding sources is required.
• Relevant work experience is defined as experience in contract management and/or administrative procurement.

Qualifications

• Master’s degree (or equivalent) in Civil Engineering, Law, Business Administration, Contract Management or related fields with 5 years of relevant experience; OR Bachelor’s degree (or equivalent) in any of the above related fields with 7 years of relevant experience.
