Programme Policy Officer (Climate Resilience Specialist), SC8

Overview

Provide technical leadership and oversight for WFP Malawi's climate adaptation portfolio, ensuring evidence-based design, compliant implementation, and strong partnerships to protect and strengthen food systems, livelihoods, and nutrition outcomes.

Key Responsibilities

• Provide technical leadership on climate adaptation and mitigation.
• Lead annual and multi-year work planning, budgeting, risk management, and results tracking.
• Coordinate with internal teams for integrated delivery.
• Oversee day-to-day implementation of climate adaptation projects.
• Ensure compliance with donor policies, WFP governance, and safeguards.
• Develop and update Standard Operating Procedures (SOPs) and technical guidance.
• Serve as technical focal point with Government and other stakeholders.
• Support policy dialogue and alignment with national frameworks.
• Strengthen capacity of government and community institutions.
• Lead the development and implementation of results frameworks and M&E plans.
• Produce donor and corporate reports, knowledge products, and case studies.
• Mainstream gender, protection/AAP, disability inclusion, and youth.
• Apply ESS instruments and grievance redress mechanisms.
• Support proposal development and resource mobilisation.
• Manage technical contributions to donor briefings and communications.
• Coordinate partner performance management.
• Work with Supply Chain and Finance to plan procurement and track budget utilisation.
• Prepare and review TORs for service providers and consultants.

Required Experience

• At least five (5) years of progressively responsible experience in climate adaptation and resilience programming.
• Has managed Adaptation Fund, GCF or bilateral climate projects, including compliance, M&E and stakeholder engagement.
• Has led the implementation of climate adaptation or resilience programmes, preferably in Sub-Saharan Africa.
• Has coordinated with government, managed partners and delivered capacity building.
• Has provided input into climate or disaster risk management policy discussions.

Qualifications

Advanced university degree in Climate Science, Environmental Management, Natural Resources, Agriculture, Disaster Risk Management or a related field, or First University degree with additional years of relevant work experience.
