Project Officer (Displacement Management) (P)

Overview

Support the implementation, monitoring, and reporting of displacement management and durable solutions activities under the RE2CLID project in Madagascar. The position contributes to improving living conditions, strengthening community participation, and promoting linkages to durable solutions for displacement-affected populations.

Key Responsibilities

• Support the implementation of displacement management activities linked to disaster preparedness, response, and recovery.
• Contribute to activities strengthening disaster displacement systems, including evacuation site mapping, assessments, and management support.
• Assist in operationalizing area-based approaches linking displacement management with resilience, natural resource management, and durable solutions interventions.
• Support implementation of activities in project-targeted regions in coordination with partners.
• Contribute to strengthening institutional and community capacities for disaster displacement management, including CCCM-related aspects.
• Support development and dissemination of guidance, Standard Operating Procedures (SOPs), and tools related to displacement management and overall project objectives.
• Support coordination with communities, government counterparts, local authorities, and partners.
• Participate in coordination platforms and relevant Disaster Risk and Response Management forums.
• Contribute to ensuring complementarity between CCCM, Disaster Risk Reduction (DRR), Early Warning System (EWS), natural resource management, and durable solutions interventions.
• Support community engagement mechanisms in displacement-affected areas, ensuring participation of the Development Assistance Committee (DAC) and host communities.
• Support Accountability to Affected Populations (AAP), ensuring feedback and inclusion of vulnerable groups.
• Provide inputs to assessments, vulnerability analysis, and multi-sectoral needs assessments.
• Support integration of durable solutions approaches within displacement management and broader RE2CLID activities, including area-based planning and implementation.
• Support capacity-building activities for government counterparts, local authorities, community structures, and partners on CCCM and displacement management.
• Ensure integration of protection, gender equality, Gender-Based Violence (GBV) risk mitigation, disability inclusion, and Prevention of Sexual Exploitation and Abuse (PSEA) in CCCM activities.
• Support administrative, logistical, and financial tracking of CCCM-related activities.
• Participate in technical meetings, workshops, and field missions as required.
• Undertake duty travel to targeted regions for monitoring and coordination.
• Perform such other duties as may be assigned.

Required Experience

• Master’s degree with two years of relevant professional experience; or University degree with four years of relevant professional experience.
• Experience in programme coordination, including operational and managerial experience in the fields of CCCM, Emergency and Humanitarian Response, Disaster Management, Shelter, and other relevant areas.
• Experience working in emergency zones and in high-risk environments, disaster-affected, climate-vulnerable, or displacement contexts.
• Experience in liaising with governmental authorities, donors, national and international institutions, UN agencies, Non-Governmental Organizations (NGOs), and local communities in a multicultural setting.
• Experience with gender and issues around GBV.
• Familiarity with financial and administrative management, preferably in IOM or UN agencies.

Qualifications

Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution; or University degree in the above fields.
