Overview
The HR Expert will serve as the Head of HR in the Djibouti Country Office, providing strategic and operational leadership for all HR functions and acting as the principal HR advisor to management.
Key Responsibilities
- Lead and manage all HR activities in the Country Office and provide strategic HR advice to the Country Director and management team.
- Represent HR in Heads of Unit and management meetings, ensuring people-related considerations are incorporated into decision-making.
- Supervise, coach, and develop the HR Associate and HR Assistant.
- Oversee the delivery of end-to-end HR services, including recruitment, onboarding, performance management, employee relations, contract management, and separations.
- Ensure compliance with WFP HR policies, procedures, delegated authorities, and record management requirements.
- Lead workforce planning, talent management, and employee engagement initiatives.
- Monitor HR metrics and provide workforce analytics and reporting to management.
- Coordinate follow-up actions arising from audits, oversight reviews, and compliance assessments.
- Lead the implementation and completion of the Country Office e-Filing project.
- Strengthen personnel record management and HR documentation systems.
- Establish and maintain HR rosters and talent pipelines for the Country Office.
- Ensure timely implementation of HR oversight and audit recommendations.
- Drive implementation of the annual HR Action Plan.
- Build the technical and operational capacity of the local HR team through coaching and mentoring.
- Improve HR data quality, and reporting
Required Experience
7 years of relevant experience, including demonstrated experience leading and supervising HR teams and delivering end-to-end HR services. Experience in workforce planning, talent acquisition, employee relations, performance management, organizational development, and HR compliance. Proven ability to advise and influence senior management on HR matters and contribute to strategic decision-making. Experience implementing HR strategies, action plans, policies, procedures, and process improvement initiatives. Strong knowledge of HR systems, personnel records management, and reporting. Experience working in multicultural and multidisciplinary environments, preferably within the UN Common System, international organizations, or humanitarian settings.
Qualifications
Master's degree in Human Resources Management, Business Administration, Organizational Development, Psychology, or a related field.
