Overview
The Emergency WASH Officer (Ebola response) is responsible for the implementation, monitoring, and quality of Risk Communication and Community Engagement (CREC) activities within their project portfolio. They provide operational and technical support for these activities, collaborating with WASH/IPC teams and other sectors.
Key Responsibilities
- Plan and ensure the implementation of soft activities, including community engagement and behavior change in WASH activities.
- Plan, prepare purchase requests, and follow up on the acquisition of goods, materials, and services.
- Ensure projects target participants with the greatest needs and evaluate new ways to deliver assistance.
- Contribute to adapting activities based on the evolving epidemiological and humanitarian context.
- Produce and contextualize tools for the implementation and monitoring of CREC activities.
- Support assistance monitoring for project management, financial reconciliation, accountability, and M&E.
- Collaborate with the M&E team in drafting baseline and follow-up studies, data collection, and documenting results.
- Liaise and collaborate with local authorities and other stakeholders.
- Ensure community participation in decision-making, including gender representation and diversity.
- Promote the rights of displaced/returned persons in line with the advocacy strategy.
- Implement and monitor CREC activities in targeted Health Areas, communities, and schools.
- Ensure the availability, distribution, and monitoring of IEC tools and materials.
- Support the organization and follow-up of RECO training and capacity building.
- Organize and monitor awareness and engagement activities on Ebola prevention with students, teachers, and parents.
- Mobilize RECOs, youth associations, women, teachers, community leaders, and religious leaders.
- Collect and document rumors, perceptions, concerns, resistances, and barriers identified from communities.
- Ensure regular reporting of this information and contribute to adapting messages and approaches.
- Foster dialogue with communities and ensure their feedback is documented and considered.
- Collect, verify, consolidate, and transmit CREC data and reports in a timely manner.
- Monitor indicators, activity coverage, and results.
- Produce periodic reports, document results, difficulties, good practices, and lessons learned.
- Maintain regular operational collaboration with BCZ, Health Areas, RECOs, schools, community structures, and other CREC partners.
- Participate in CREC meetings at the operational level and follow up on agreed actions.
- Share relevant field information with the Coordinator regarding activity evolution, difficulties, needs, and community dynamics.
- Maintain a good understanding of WASH/PCI activities implemented by NRC and contribute to their field monitoring.
- Participate in WASH/PCI monitoring visits and identify links with CREC activities.
- Ensure sharing of community feedback and concerns with WASH/PCI teams.
- Work closely with the WASH Project Coordinator, WASH Project Manager, and other teams for an integrated Ebola response.
- Collaborate with Protection teams to identify and address protection risks and vulnerable groups.
- Collaborate with Logistics, Procurement, Finance, and support functions for PR preparation and acquisition.
- Ensure the integration of protection, gender, inclusion of persons with disabilities, and accountability to affected populations (AAP) in CREC activities.
Required Experience
Experience in implementing and monitoring soft activities, including community engagement and behavior change in WASH activities. Experience in project management, financial reconciliation, accountability, and M&E. Experience in liaising and collaborating with local authorities and stakeholders. Experience in ensuring community participation in decision-making. Experience in promoting the rights of displaced/returned persons. Experience in implementing and monitoring CREC activities in Health Areas, communities, and schools. Experience in supporting the organization and follow-up of RECO training and capacity building. Experience in organizing and monitoring awareness and engagement activities on Ebola prevention. Experience in mobilizing community actors.
