Overview
The Local Security Assistant supports the implementation of security policies and procedures within the assigned area, assisting with information management, risk management, and emergency preparedness.
Key Responsibilities
- Assists in collecting, verifying, updating, and communicating information concerning the security situation.
- Maintains operational coordination with the Area Security Coordinator and provides support on safety and security matters.
- Serves as Secretary to the Area Security Management Team.
- Maintains liaison with relevant national, provincial, and local authorities, and non-governmental organizations.
- Monitors security incidents, developments, and trends.
- Collects, verifies, collates, and evaluates security information.
- Communicates verified security information to authorized recipients.
- Maintains contact with Security Focal Points of UNSMS Organizations, UN Humanitarian Partners, and Host Government security organizations.
- Provides advice and technical assistance on safety and security matters.
- Assists in preparing the Regional Security Plan(s) and implementing Security Risk Management (SRM) measures.
- Assists in reporting security incidents and preparing security reports.
- Organizes and conducts security training and provides security orientation briefings.
- Maintains updated UNSMS Personnel lists.
- Implements Residential Security Measures (RSM) for international staff.
- Provides support in conducting security evaluations and advice on security measures for residences.
- Keeps updated information related to UN Personnel, offices, and premises.
- Supports emergency preparedness, personnel accountability, Warden arrangements, contingency planning, emergency exercises, and emergency response activities.
- Assists in implementing emergency arrangements during security incidents or crises.
- Assists in conducting security assessments and inspections of UN premises, residences, programme locations, routes, hotels, event venues, and other operational locations.
- Supports follow-up and monitoring of approved recommendations.
- Supports security arrangements for UN missions, field activities, official visits, and significant events.
- Supports the maintenance and testing of the Security Communications System and emergency communication arrangements.
- Reports communication gaps or equipment failures and maintains relevant operational records.
- Supports premises security assessments, access control arrangements, guard force coordination, and monitoring of contracted security service providers.
- Maintains routine and confidential security correspondence, incident records, security assessments, contact databases, meeting records, and other operational documentation.
- Supports security arrangements that take account of the different needs and vulnerabilities of UN personnel and contribute to the inclusion of gender, diversity, and accessibility considerations.
- Promotes a respectful, inclusive, and safe workplace culture.
- Performs other duties within their functional profile as deemed necessary.
Required Experience
A minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) of experience is required on safety and security issues focusing on field coordination. At least 3 years of relevant experience in safety and security, particularly with a focus on field coordination. Experience in diplomatic security, protection and intelligence.
Qualifications
High School degree is required. Or A first-level university degree (bachelor’s degree) in management, public administration, political/social science, psychology, criminal justice, law, international relations, security management or related field will be given due consideration, but it is not a requirement.
