Overview
Provide grant and programme management support to the Humanitarian Financing Unit, contributing to monitoring and reporting processes, and liaising with partners.
Key Responsibilities
- Ensure grant and programme management support for HFU activities, including quality assurance of proposals and budgets, processing partner requests, and providing guidance.
- Contribute to follow-up with OCHA HQ sections on humanitarian financing and pooled fund issues.
- Assist with allocation processes, ensuring adherence to decisions and guidelines.
- Ensure implementation of HFU operational guidelines, including fraud prevention.
- Review and provide feedback on narrative and financial reports from funded partners.
- Review and provide feedback on audit reports for funded partners.
- Reconcile HQ and field records for project performance and financial data.
- Support partner registration in the Grant Management System.
- Support CERF-related processes, including proposal review and reprogramming.
- Contribute to monitoring and reporting processes of funded projects.
- Develop and update project monitoring and reporting tools.
- Coordinate with stakeholders on monitoring and reporting activities.
- Conduct field visits to monitor project implementation and financial spot checks.
- Support drafting of HFU annual report and CERF final narrative reports.
- Track funding contributions and ensure timely financial reporting.
- Liaise with funded and potential partners, providing information on funding guidelines.
- Contribute to capacity-building activities for funded partners and other stakeholders.
- Provide support to funded partners throughout the project management cycle.
- Ensure funded partners' compliance with operational and financial rules.
- Contribute to knowledge networks and communities of practice.
- Prepare updates on funded projects and humanitarian issues.
- Ensure research, analysis, and presentation of humanitarian financing data.
- Document and disseminate achievements, best practices, and lessons learned.
- Promote principled use of pooled funds and disseminate information on funded activities.
- Assist in note-taking and preparation of meeting minutes.
Required Experience
Minimum two (2) years (with Masters degree) or 4 years (with Bachelor degree) of relevant work experience in areas of grant and/or programme management, humanitarian affairs, humanitarian emergencies, partner relations, monitoring and evaluation, reporting, budget management and/or administration-financing is required. Experience in humanitarian programme management is required. Experience in monitoring, reporting and/or evaluation of projects or programmes is required. Experience with a UN agency and/or an international NGO is required. Experience in humanitarian assistance, particularly in refugee contexts, is required.
Qualifications
Advanced university degree (Master's degree or equivalent) in project management, development studies, international relations, public administration, economics, accounting or a related field is required. A relevant first-level university degree in the above fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree is required.
