Overview

The Director will lead the Treasury and Liquidity Risk Division, providing strategic leadership and oversight of ADB's treasury and liquidity risk management function. The role involves guiding the division's priorities, strengthening risk governance, and offering senior-level advice for sound decision-making.


Key Responsibilities
  • Provide strategic leadership to the RMTL, setting its direction, priorities, work program, and performance targets.
  • Lead the division's treasury and liquidity risk management activities.
  • Lead the identification, assessment, monitoring, and reporting of market, counterparty, and liquidity risks.
  • Ensure treasury activities remain within approved risk appetite, policies, prudential limits, and governance frameworks.
  • Lead or participate in the development, review, and implementation of treasury and liquidity policies, methodologies, risk limits, systems, and internal controls.
  • Strengthen risk analytics, data governance, systems, and reporting processes.
  • Oversee the second-line liquidity risk management function.
  • Provide strategic advice and risk insights to Head, ORM, Management, the Board, and other stakeholders.
  • Promote strong risk culture across ADB.
  • Lead the effective management of the division's resources, including budget, staffing, operational priorities, performance management, and talent development.
  • Foster a collaborative, accountable, and high-performing team culture.
Required Experience
  • At least 15 years of relevant experience in treasury activities and/or market and liquidity risk management including asset and liability management with a commercial bank or multilateral development bank (MDB).
  • Experience leading complex work programs, manage projects, and deliver high-quality outputs in a financial services or institutional environment.
  • Experience analyzing complex issues, identifying solutions and making informed decisions.
  • Experience leading teams or initiatives, including the ability to manage teams, build collaboration, support staff development, and communicate information clearly with senior stakeholders.
  • International experience.
Qualifications

Master's degree or equivalent, in finance, accounting, mathematic, economics or related fields; or University degree in finance, accounting, mathematics, economics, or related fields and at least 10 years specialized experience relevant to the position can be considered.

Contract Duration
initially for a period of 3 years or up to Staff's Normal Retirement Date (NRD) whichever comes earlier. ADB may choose to renew the appointment for an additional fixed term period of up to 3 years.

Remuneration
All reasonable relocation expenses will be covered. The salary will be based on ADB's standards and comparator markets, taking into account your qualifications and experience.
