Overview

The incumbent is responsible for the development, update, and analysis of NATO accounting policies and practices, including the chart of accounts and financial statements layout. The role supports the central coordination and development of NATO-wide accounting and financial reporting policy.


Key Responsibilities
  • Maintain the NATO Accounting Framework and related policies up-to-date and monitor their implementation and financial guidance.
  • Develop harmonised financial reporting policy to assist in the preparation of NATO financial statements, long term financial planning and the integration of investment cost and through life-cycle support costs.
  • Monitor changes, decisions and/or the introduction of new standards and recommend policy changes as applicable.
  • Identify issues of strategic nature for consideration by the resource committees, including corporate financial governance and reporting policy issues and coordinate and prepare appropriate advice, materials and proposals.
  • Assess and consolidate complex technical financial information and communicate key messages effectively at all levels to both specialist and non-specialist audiences.
  • Act as point of contact for the NATO Financial Controller community and the Accounting Working Group on NATO-wide financial reporting policy issues.
  • Represent the NOR at committee meetings on financial issues.
  • Provide strategic assessment of the effectiveness in implementing common accounting and financial reporting policy across NATO entities.
  • Research best practices and explore their relevance to financial governance systems across NATO.
  • Perform any other related duty as assigned.
Required Experience
  • At least 6 years of experience in financial management or resource oversight functions (such as financial or resource management, accounting or auditing, reviewing and drafting financial reporting and accounting policy, portfolio analyses) in international organisations, governmental agencies or large corporations;
  • Experience interpreting laws, regulations and directives and providing advice to committees (advantage);
  • Familiarity with evaluation of the life cycle costs of major systems or investment programmes (advantage);
  • Knowledge of NATO and/or national financial regulations (advantage).
Qualifications
  • A university degree in Finance, Accounting, Business Administration, Business Management or relevant field(s) for the post;
  • A professional certification in a nationally recognised accountancy institution or membership in a society of a similar nature;
  • Good knowledge of International Public Sector Accounting Standards (IPSAS).

Languages Required
• Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.

Contract Duration
Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. Maximum period of service foreseen in this post is 6 years.
