Overview
The Programme Officer (Transition and Recovery) will manage and contribute to the expansion of IOM’s Transition and Recovery portfolio in Cambodia, ensuring strategic alignment with global, regional, and national priorities. The role involves leading the implementation and coordination of recovery, stabilization, and resilience-building interventions.
Key Responsibilities
- Oversee the development and implementation of transition, recovery, and stabilization programmes.
- Provide operational management, guidance, and technical supervision to staff.
- Establish and expand relationships with UN agencies, humanitarian organizations, government, and community interlocutors.
- Identify programme priorities and coordinate the design and development of new projects.
- Ensure timely and quality preparation and submission of programme reports.
- Monitor progress against strategic objectives and programme benchmarks.
- Oversee the production of visibility/communications materials.
- Participate in relevant donor or partner meetings, briefings, and conferences.
- Supervise and provide technical support to programme staff, including mentoring and capacity building.
- Coordinate the development, dissemination, and update of assessment and monitoring tools, SOPs, and data collection mechanisms.
- Manage operational, human resources, administrative, financial, and supply chain functions of the Sub-Office.
- Ensure adherence to safety and security procedures.
- Provide regular updates to the Chief of Mission on programme implementation, achievements, challenges, and opportunities.
- Undertake travel duties nationally or internationally as required.
Required Experience
- Five years of relevant professional experience with a Master's degree, or seven years of relevant professional experience with a Bachelor's degree.
- Experience in programme conceptualisation, development, donor engagement, monitoring, reporting, and evaluation.
- Experience in liaison with government and diplomatic authorities, donors, national/international institutions, and multi-stakeholders.
- Experience in programme development and capacity-building activities.
- Experience managing stabilization, recovery, or resilience programmes in fragile and complex settings.
Qualifications
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution; or,
- Bachelor’s degree in the above fields.
