Overview

The Protection Officer is responsible for supervising and monitoring the implementation of Protection activities, ensuring consistency with programming principles and enabling children to attain their rights. The role involves building the capacity of project staff and community stakeholders.


Key Responsibilities
  • Supervise and monitor the implementation of Protection activities.
  • Supervise a team of project staff on casual contracts.
  • Ensure protection activities are consistent with World Vision programming principles and approaches.
  • Draw on relevant best practices and lessons learned.
  • Enable children to attain their rights.
  • Build the capacity of project staff and community stakeholders.
  • Design and deliver trainings, awareness sessions, and on-the-job coaching on Protection topics.
  • Ensure timely reporting to the Project Manager/Coordinator.
  • Support timely, adequate, and quality implementation and monitoring of CP and education activities.
  • Coordinate and communicate with other departments internally.
  • Consult technical issues with Technical Adviser(s).
  • Work closely with MEAL team.
  • Coordinate with P&C to recruit field staff (Casuals).
  • Work with S&C and Finance for procurement.
  • Supervise Casuals in supporting cases, case planning, case conferences and closures.
  • Attend and represent WVI at inter-agency and coordination meetings.
  • Develop monthly and weekly activity and procurement plans.
  • Implement and monitor plans to achieve expected results.
  • Ensure planned activities are implemented on time, within budget, and according to quality standards.
  • Ensure timely update of progress and issues of field activities.
  • Support in preparation of procurement and administrative documents.
  • Provide trainings to community mobilizer, casuals and project participants.
  • Support the development and use of training materials.
  • Ensure a context-based mechanism to hear community voices.
  • Strengthen meaningful child/youth participation at the community level.
  • Assist in identifying, reporting and responding to child protection threats.
  • Create an environment of open communication, creative thinking, and cohesive team effort.
  • Facilitate beneficiary training and coordinate with line directorates or private sector.
  • Support Project coordinator / Manager in managing budget.
  • Support in Mainstreaming and integrating GESI across all project activities.
  • Assist in establishing and overseeing systems to control the quality of protection initiatives.
  • Apply quality benchmarks to the project.
  • Maintain project budgets.
  • Coordinate with finance and procurement teams.
  • Manage day-to-day grant activities.
  • Ensure local partners fulfil their roles as per the MoU.
  • Identify potential risks and develop mitigation strategies.
  • Represent World Vision at interagency coordination meetings.
  • Participate in Protection Working Group and coordination meetings.
  • Represent WVI projects on internal World Vision Communities of Practice (CoPs).
  • Coordinate day-to-day operations and financial management of protection activities.
  • Liaise with Project Coordinator, Project Manager and Technical Advisor.
  • Liaise with beneficiary communities, protection technical working groups, and local authorities.
  • Coordinate with school management and the Directorate of Education.
  • Assist in obtaining necessary approvals for protection activities.
  • Foster strong relationships with community groups and government departments.
  • Support collaboration with local partners and stakeholders.
  • Ensure all stakeholders are informed and engaged.
  • Draft monthly reports.
  • Ensure project documentation is up to date.
  • Assist with monitoring indicators and quality benchmarks.
  • Contribute to the preparation of internal and external reports.
  • Support Project Manager/ Project Coordinator in compiling reports.
  • Provide inputs and/or actions to address Accountability issues.
  • Support project manager/ Project Coordinator to administer project budget.
  • Develop staff planning and provide guidance to field staff/ Casuals.
  • Assist the Manager in recruiting of casuals.
  • Keep a positive, flexible and dynamic work environment.
  • Maintain regular coordination meetings.
  • Ensure field staff understand their daily tasks, project goal and expected results.
  • Build capacity of casuals through coaching, mentoring, and on-the-job training.
  • Ensure organizational security measures and directives are integrated into project.
  • Any other duties relating to the nature of the job.
  • Other tasks as requested by the Line Manager and/or Response Manager.
Required Experience
  • 1-3 years of experience in implementing humanitarian or development programs.
  • Work with communities to support protection and education outcomes.
  • Demonstrated experience in emergency response.
  • Strong understanding of child protection principles, safeguarding, and PSEAH.
  • Proven experience in development and/or humanitarian programming at the field or programmatic level.
  • Experience in integrated program/project cycle management.
  • Experience living and working in a fragile context.
  • Mentoring within cross cultural contexts.
  • Experience managing and leading grant implementation is highly advantageous.
  • Demonstrated experience in designing and delivering trainings, awareness sessions, or capacity-building activities.
Qualifications
  • Bachelor’s degree in social science (Social Work, Education, Psychology, Sociology, or related field).
  • Relevant master’s degree would be an advantage.

• Fluency in local languages: Kurdish and Arabic • Working knowledge of English; able to write reports in English.
