Overview

The Resource Management Officer will support financial management, human resource administration, and broader resource management functions within the Directorate for Public Governance. The role provides guidance and advice on financial, budgetary, and human resource management matters.


Key Responsibilities
  • Ensure expenditures are correctly recorded and anomalies are regularised.
  • Control expenditure transactions, checking supporting documentation and compliance with financial policies.
  • Review accounts to ensure expenditures and financial commitments accurately reflect the state of play.
  • Assist in annual account closing and opening.
  • Ensure complete and accurate financial records for audit purposes.
  • Provide financial guidance and support to Programme Managers.
  • Assist in the preparation of draft budget proposals.
  • Plan and allocate budgetary resources, track commitments, prepare financial reports and budgetary outturns.
  • Assist in managing procurement processes.
  • Contribute to the review of voluntary contribution offers and agreements, including financial aspects of contracts.
  • Support voluntary contribution acceptance processes, ensuring compliance with OECD rules and donor requirements.
  • Contribute to the preparation and tracking of voluntary contribution budgets, commitments, expenditure and reporting deadlines.
  • Prepare financial reports for donors.
  • Ensure compliance with OECD financial regulations, instructions, procedures, policies and practices.
  • Manage information flow and advise on administrative issues.
  • Flag priority and sensitive issues.
  • Oversee and/or review and approve mission orders and expense claims.
  • Organise information, including management of databases, dashboards and Teams channels.
  • Propose developments and improvements for information organisation.
  • Keep records updated.
  • Monitor the status of staff contracts and carry out related administrative and budgetary tasks.
  • Assist in the administration and co-ordination of recruitment campaigns.
  • Communicate with candidates and apply relevant OECD processes.
  • Assist with the onboarding of new hires.
  • Stay abreast of corporate HR management reforms, deadlines, guidelines and best practices.
  • Seek out areas to improve efficiency and proactively improve internal administrative and financial processes.
  • Assist in keeping the Directorate’s guidance and policies up to date.
  • Participate in meetings of the Resource Management Advisor community.
  • Attend specific meetings organised by corporate services.
  • Keep up to date with corporate developments in policies, rules, processes and systems.
Required Experience
  • Minimum of 3 years of proven experience in financial management, budget management and/or human resources management, preferably in an international context.
  • Proven experience in the interpretation and application of financial and/or human resources management procedures and policies.
  • Experience in the analysis of quantitative and qualitative data and information.
  • Knowledge of the structure, processes and regulations of an international organisation would be an advantage.
  • Experience supporting the financial management or administration of grant agreements and voluntary contributions, including European Commission funding, would be an advantage.
  • Proven ability to cope with conflicting requests and strict deadlines, communicate clearly and work effectively in a multicultural environment.
Qualifications

A university degree in business or public administration, finance, accounting, human resources management or a closely related field.

Languages Required
Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Remuneration
Monthly salary starts at 4 502.33 EUR, plus allowances based on eligibility, exempt of French income tax.
