Overview
The Programme Policy Officer - CP management NOA will assist the cooperating partner management unit in various aspects of partnerships with NGOs for the implementation of food and cash-based transfer modalities. The role contributes to the management of operational partnerships with NGOs, research institutions, and state structures supporting the implementation of WFP's Country Strategic Plan.
Key Responsibilities
- Support processes related to expressions of interest, requests for proposals, and contract/FLA award requests, agreement drafting, and subsequent amendments.
- Assist in the administration and use of the UN Partner Portal and Partner Connect platforms.
- Support Cooperating Partner Committee (CPC) meetings, including document preparation, member briefing, and NFR drafting.
- Ensure standard operating procedures for financial service agreement lifecycle management, compliance, and minimum/maximum standards are in place and functioning.
- Support the review of FLA budgets and financial reports against standardized cost structures.
- Assist in the follow-up of payment request review processes.
- Develop an annual plan for spot checks of CPs, undertake missions, and ensure regular follow-up of key findings.
- Review potential risks related to CP engagements and recommend risk mitigation measures.
- Facilitate onboarding training for CPs.
- Support capacity assessment exercises, due diligence, and performance evaluations.
- Ensure capacity action plans are developed for each CP and that training and support are provided.
- Serve as Officer-in-Charge (OiC) when the consultant is not present.
- Ensure internal procedures are updated.
Required Experience
- At least three (3) years of postgraduate professional experience in humanitarian aid, development, programme management, supply chain, finance, or administration.
- Experience in preparing agreements with partners and reviewing budgets and reports for management.
Qualifications
• Advanced university degree in Public Policy, Public Administration, Economics, Management, International Development, International Relations, or a first university degree with additional years of relevant professional experience and/or training.
