Overview
The EVAWG Monitoring and Reporting Specialist is responsible for incorporating monitoring and reporting into programme implementation and tracking results for the Pacific Partnership Phase II programme and the Fiji MCO Strategic Plan.
Key Responsibilities
- Provide guidance on incorporating monitoring and reporting into programme formulation.
- Manage the development of the Monitoring, Evaluation and Learning Framework (MELF) for the EVAWG Pacific Partnership Programme Phase II.
- Support quality assurance of the EVAWG Pacific Partnership Programme Phase II through review of results frameworks.
- Manage the development of monitoring indicators, methodological notes, monitoring calendars, and field monitoring plans.
- Provide strategic guidance to Pacific partners and EVAWG Unit in developing their Monitoring Frameworks and Baseline Surveys.
- Coordinate annual work plan monitoring, reviews and reporting.
- Provide advice to country offices in the clearance of donor agreements and Programme Cooperation Agreements.
- Provide technical guidance and oversee monitoring and tracking of results against country level targets.
- Ensure data collection and analysis on Pacific Partnership Programme Phase II with country offices.
- Monitor the Pacific Partnership Programme Phase II MELF, supporting coordination of quarterly and annual monitoring, reviews and reporting.
- Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting.
- Review progress reports submitted by partners and provide feedback.
- Draft regular management briefs.
- Support in ensuring the availability of data for Pacific countries under Pacific Partnership Programme Phase II.
- Provide technical support to the EVAWG Unit in the implementation of programme evaluations.
- Provide technical support to the implementation of Pacific Partnership Programme evaluation.
- Provide guidance to EVAWG Unit staff on evaluations.
- Ensure coordination with EVAWG Unit and Fiji MCO regarding EVAWG Evaluations.
- Identify and disseminate good practices, lessons and knowledge.
- Develop capacity development tools, including training materials and packages for EVAWG M&E.
- Manage capacity-building opportunities of staff and partners in the Pacific in Results Based Management, Monitoring and Evaluation.
Required Experience
At least 5 years (with Master’s degree) and/or minimum of 7 years (with Bachelor’s degree) of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required. Experience in the United Nations systems is desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Qualifications
Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
