Overview

The Programme Analyst will provide substantive technical and programmatic support for the effective implementation, coordination, monitoring, and reporting of the EU4GE Phase III programme in Armenia.


Key Responsibilities
  • Provide substantive technical support to the implementation and coordination of the EU4Gender Equality (EU4GE) Phase III Programme.
  • Manage programme implementation and partnerships.
  • Provide technical support and capacity development.
  • Monitor programme implementation and results.
  • Support programme planning, financial management and quality assurance.
  • Contribute to advocacy, communications and knowledge management.
  • Support regional collaboration and knowledge exchange.
  • Perform other duties.
Required Experience

At least 2 years (with a Master's degree) or 4 years (with a Bachelor's degree) of progressively responsible professional experience in programme management and implementation in the areas of gender equality, women's empowerment, prevention of gender-based violence, social norms transformation, women's economic empowerment, human rights, or governance. Demonstrated experience in implementing and coordinating complex, multi-stakeholder development programmes funded by bilateral or multilateral donors, preferably European Union-funded programmes. Experience applying Results-Based Management (RBM) principles, monitoring programme performance, and preparing high-quality donor and programme reports. Experience working with government institutions, civil society organizations, women's rights organizations, youth organizations, academia, media, private sector actors, UN agencies and development partners. Experience managing partnerships and grants with implementing partners, including proposal review, partner capacity assessments, monitoring implementation, and reviewing narrative and financial reports. Experience organizing and facilitating technical consultations, trainings, workshops, conferences, advocacy events and knowledge-sharing initiatives. Experience contributing to policy dialogue, strategic partnerships, advocacy, knowledge management and communication on gender equality and women's empowerment. Experience supporting programme planning, financial monitoring and implementation of donor-funded projects is required. Experience working within the United Nations system or another international organization is an asset.

Qualifications

Master's degree or equivalent in gender studies, social sciences, international development, human rights, public policy, political science, sociology, economics, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an asset.
