Overview

The Digital Product Analyst will ensure the provision of development services and products commensurate with the scope of the project and assigned area of responsibility to national and local counterparts and clients.


Key Responsibilities
  • Lead discovery phases to assess institutional processes and identify critical bottlenecks for modernisation.
  • Diagnose systemic gaps and digital transformation opportunities.
  • Architect and validate digital initiatives.
  • Map inter-agency dependencies.
  • Analyse international best practices.
  • Define and prioritise digital initiatives.
  • Propose project sequencing.
  • Develop Terms of Reference (ToR) for modular, scalable and sustainable information systems.
  • Manage product roadmaps.
  • Evaluate emerging technologies.
  • Implement structured change management programmes.
  • Facilitate digital literacy training.
  • Formulate internal communication strategies.
  • Monitor the impact of capacity-building initiatives.
  • Steer Agile development cycles.
  • Oversee quality assurance and track progress.
  • Institutionalise feedback loops.
  • Mediate technical discussions.
Required Experience

Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of progressive experience (at the national and/or international level) in business process re-engineering, digital systems implementation, software lifecycle management or digital product ownership.

Qualifications

Advanced university degree (Master's degree or equivalent) in IT/Computer Sciences, Engineering, Economics & Management, Business Administration, Law or related field is required or; A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two (2) years of qualifying experience.

Fluency in English and Romanian is required.

Knowledge of one or more minority languages relevant for Moldova, including Russian, Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset
