Project Analyst (M&E)(Open to Internal & External Applicants)

Overview

The Project Analyst (M&E) will support the planning, development, and execution of Monitoring, Evaluation, and Reporting strategies and activities for the Land Data Digitalization for Inclusive Growth Project.

Key Responsibilities

• Establish/revise an M&E framework, including progress indicators, baseline information, targets, risks, and assumptions.
• Develop/revise and execute multi-year based comprehensive and realistic monitoring and evaluation plans.
• Provide input in the preparation of the Annual Work Plan (AWP) and budget.
• Collect necessary progress data and information.
• Support to prepare periodic progress reports (QPR, APR, Donor Report).
• Support in the conduct of periodic progress review.
• Support in the development of necessary project documents/proposals.
• Support the execution of monitoring, evaluation, and reporting activities of ongoing other requirement-based disaster recovery supports/initiatives.
• Establish a reporting mechanism and provide substantial input for preparing periodic Monitoring Reports, Donor Reports, Cumulative Progress Reports.
• Provide substantial input in the preparation and implementation of necessary requirement-based donor-funded emergency recovery/livelihood support.
• Support in designing and conducting necessary surveys/studies.
• Support in periodic documentation, reporting, update of UNDP’s corporate strategic/M&E information and initiate necessary evaluation.
• Closely work with UNDP Monitoring and Evaluation Focal Person for generating and sharing necessary information and requirements.
• Provide input with essential data/information for periodic updates of UNDP’s corporate information.
• Support the preparation of UNDP Results-oriented Annual Reporting (ROAR).
• Support to initiate necessary evaluation and studies.
• Support to necessary project closing activities.
• Organize learning, training, and capacity building activities on monitoring and evaluation, RBM, data collection and survey methods, gender mainstreaming and project approach for project team.
• Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices.

Required Experience

• Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of work experience in the field of Monitoring and Evaluation, including hands-on experience in design, implementation, documentation, reporting and knowledge building.
• Experience in executing the M&E plan and conducting necessary M&E activities for quality project delivery, identifying the results and lessons from the project implementation.
• Proven track record in the development of the Project Result Framework, Theory of Change (TOC), M&E Plan, identifying risks and preparing necessary budget.
• Experience in supporting the development of project proposals, concept notes,and other necessary documents in the aspect of project monitoring and evaluation.
• Experience in planningand commissioning evaluations and studies i.e. MTR,TE.
• Relevant experience in the application of M&E in the field of disaster management, environmental management and climate change mitigation.
• Experience in the development and assessment of data collection methodology, quality, and analysis of data sets, preferably related to disaster management, response and recovery, climate change mitigation and adaptation.
• Proven experience in reporting, different types of reportsi. e. periodic progress report, donor report.
• Proven ICT skills, especially in working with Office Package, M&E-related and mobile-based survey tools.
• Expertise in analyzing data using computer-based software.
• Experience in resource mobilization strategies and proposal development.
• Familiarity with UNDP’s policies and procedures related to program Management and results-based management (RBM).

Qualifications

An advanced university degree (master’s degree or equivalent) in Disaster Management, Geography, Environment, Development Studies/Management, Social Science, or related area is required. Or A first-level university degree (bachelor’s degree) in Disaster Management, Geography, Environment, Development Studies/Management, Social Science or equivalent in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.
