METAL Coordinator

Overview

The METAL Coordinator will provide national leadership and management oversight for the Yemen country program's METAL commitments, leading the Monitoring & Evaluation and Client Responsiveness & Accountability departments.

Key Responsibilities

• Provide technical leadership for data systems and processes throughout the project cycle.
• Use learning and evidence to inform proposal design.
• Develop and operationalize logical frameworks, METAL plans, data collection tools, and client feedback approaches.
• Provide METAL technical assistance to program teams.
• Develop a METAL budget and staffing structure.
• Ensure effective set-up and use of data platforms.
• Produce high-quality data, analysis, reports, presentations, and dashboards.
• Lead the expansion of Commcare for data collection and PowerBI dashboards.
• Provide technical leadership for external accountability commitments.
• Strengthen client feedback and response mechanisms.
• Establish and drive common strategies and approaches to METAL.
• Champion an organizational culture where data is used for decision making.
• Shape and implement METAL systems and approaches.
• Develop, coordinate and strengthen capacity-sharing partnerships.
• Reinforce integration of cross-sectoral priorities in METAL.
• Establish an efficient and responsive staffing structure for the METAL department.
• Supervise the METAL team.
• Coach, train, supervise, and mentor METAL department staff.
• Assess proficiencies and develop a targeted learning and training strategy.
• Ensure MEAL systems integrate partnership principles.
• Participate in Partnership Cycle Management (PCM).
• Support partners in developing and implementing MEAL plans.
• Ensure timely and accurate data collection, analysis, and reporting from partners.
• Provide technical support and training to partners on MEAL tools and methodologies.
• Facilitate learning and knowledge-sharing sessions between IRC and partners.
• Support partners in establishing feedback and complaint mechanisms.
• Promote a culture of evidence-based decision-making and accountability.
• Ensure MEAL staff understand and apply IRC’s partnership principles.
• Promote and actively participate in initiatives to build team engagement, inclusion, and cohesion.
• Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and promote IRC values.
• Educate/raise awareness among the community and clients about feedback mechanisms.
• Perform other relevant duties as assigned.

Required Experience

A minimum of 5 years of work experience within MEAL-related functions, including experience leading data collection and analysis for multi-sector and multi-donor funded humanitarian programs.

Qualifications

A university degree in a relevant subject area (statistics, data management, social sciences, public health, economic development, or a related field). A technical degree together with additional relevant work experience may substitute for education.
