Senior Safeguarding Manager (GEDI Focal)
Overview
The Senior Safeguarding Manager (and GEDI Officer) is responsible for strengthening safeguarding systems, promoting a culture of prevention, and ensuring safe, wellbeing, and effective programming in line with IRC's global standards in Myanmar.
Key Responsibilities
- Provide strategic leadership to ensure safeguarding and GEDI principles are embedded across the project cycle.
- Coordinate implementation and monitoring of safeguarding Minimum standards.
- Lead the implementation of the Safeguarding Incident Response SOP.
- Represent Safeguarding in internal coordination settings.
- Oversee Safeguarding training plans and curricula.
- Promote continuous learning and foster a culture of prevention and safe reporting.
- Coordinate and support Safeguarding Focal Points and GEDI Champions.
- Support Employee Resource Groups and staff-led inclusion initiatives.
- Lead implementation and monitoring of Safeguarding and GEDI Action Plans.
- Support contextual adaptation and dissemination of safeguarding and GEDI IEC materials.
- Serve as the primary in-country focal point for receiving safeguarding concerns.
- Lead and support the response to safeguarding incidents.
- Act as technical support to Safeguarding focal points and field teams.
- Support program teams to conduct and/or integrate safeguarding risk assessments.
- Guide teams in conducting Safeguarding risk analyses.
- Lead the development of sector-specific guidance and tools.
- Supervise implementation of safe and confidential feedback and reporting systems.
- Ensure client feedback and complaints mechanisms are safe, accessible, gender- and age-sensitive.
- Promote Safe Programming across all IRC interventions.
- Contribute to development and implementation of transformative programs.
- Lead or contribute to partner due diligence and capacity assessments on Safeguarding and GEDI.
- Identify partner capacity gaps and strengthen the skills of partner focal points.
- Support partners to strengthen community awareness on rights, expected staff behaviour, reporting options, and referral pathways.
- Maintain secure safeguarding records.
- Ensure compliance with donor safeguarding obligations.
- Monitor adherence to the IRC Way and safeguarding SOPs.
- Represent IRC in inter-agency PSEA networks.
Required Experience
3-5 years of professional experience in Safeguarding/PSEA, Protection/GBV, or Safe Programming within humanitarian or development settings. Proven experience receiving, managing, and documenting sensitive safeguarding or protection concerns using confidential, survivor-centred approaches. Demonstrated ability to conduct safeguarding risk assessments, safe programming analyses, or strengthen client-feedback and reporting systems. Experience supporting or assessing partner organizations on safeguarding, PSEA, or compliance requirements.
Qualifications
Bachelor’s Degree in Social Sciences, Gender Studies, Development Studies, Law, Psychology, Social Work, Public Health or a related field.
