Overview
To manage the stewardship of WFP’s resources through monitoring financial data, providing technical advice and client-focused, and value for money services pertaining to the Management Services to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible. To establish team priorities and work plan.
Key Responsibilities
- Contribute to the development of policies and procedures for corporate finance and resource management.
- Lead on the implementation of CO finance, budgeting and resource management operations.
- Ensure bank reconciliation, disbursements, clearance of receivables, overall cash management and monthly financial closures are performed regularly.
- Identify and develop improvements to policies, systems and procedures.
- Coordinate and deliver financial controls and insight into WFP performance.
- Advise on budgetary adjustments for optimal resource utilization.
- Proactively support the preparation and review of various budgets for accuracy, appropriateness, cost containment/effectiveness and completeness.
- Review and clear submitted funding proposals.
- Coordinate CSPs/RBPs closure activities.
- Coordinate the development of key planning documents, including the Country Portfolio Budget (CPB), Budget Revisions, Management Plan, and Implementation Plan.
- Supervise the matching of commodity pipeline requirements with sourcing options.
- Analyze and clear monthly pipelines process and working group.
- Convene and moderate the monthly, cross-functional, pipeline working group.
- Participate in meetings with internal and external stakeholders to discuss the utilization of incoming contributions.
- Collate inputs for the CO/RB Resource Management Committee (RMC).
- Advise COs and spending units on complex programming requests and the utilization of funds.
- Coordinate the preparation of interim, progress and final reports as stipulated in various contribution agreements.
- Monitor ongoing performance against budget for WFP operations.
- Lead and oversee the Country Office asset management function.
- Provide strategic leadership and oversight of facilities management and general administrative services.
- Lead the management and oversight of fleet operations.
- Lead the implementation of WFP's Environmental Sustainability and Waste Management agenda within the Country Office.
- Provide leadership in strengthening the Management Services internal control environment.
- Oversee the provision of travel and protocol services.
- Develop and document internal business processes, Standard Operating Procedures (SOPs) and training packages on resource management matters.
- Supervise, guide a medium-sized team, coaching and providing/delivering training to build capacity and increase expected level of operational support.
- Co-lead the activation/deactivation and management of Global Commodity Management Facility (GCMF) supply lines.
Required Experience
At least 8 years of experience in financial reporting, budget preparation, funds management. Experience in managing one or more Management Services lines of business (management of assets, facilities, fleet, travel, or other) including coordination with internal and external stakeholders.
Qualifications
Advanced university degree in Business Administration, Statistics, Finance, Economics or other relevant field. Additional professional training in project management, statistical analysis, and/or operational planning and management is desirable.
