Overview

This consultancy involves conducting a feasibility study for the Diaspora Guarantee Facility (DGF) for Safe Shelters, aiming to assess its financial sustainability, operational requirements, and scalability for replication in new contexts.

Key Responsibilities

• Review and analyze existing model documentation and performance data.
• Assess market demand for resilient shelter financing and identify barriers.
• Evaluate the financial feasibility and sustainability of the guarantee structure.
• Review legal and regulatory requirements affecting fund management and fundraising.
• Assess institutional arrangements and operational feasibility for scaling.
• Evaluate the model's suitability for replication in new contexts.
• Develop a practical roadmap and a comprehensive Feasibility Study with recommendations.

Required Experience

• Experience working with IOM is strongly preferred.
• University degree in finance, economics, development studies, public policy, housing finance, humanitarian action, or a related field with 7 years of relevant professional experience.
• Demonstrated expertise in blended finance, guarantee funds and risk-sharing mechanisms, microfinance and financial inclusion, development finance, humanitarian or resilience financing, and feasibility studies and business case development.
• Knowledge of diaspora engagement and remittance ecosystems is highly desirable.
• Previous work experience with migration and development issues would be an advantage.

Qualifications

Advanced degree in finance, economics, development studies, public policy, housing finance, humanitarian action, or a related field.
