Health Program Analyst

Overview

The Health Program Analyst will lead the program team to ensure the effective implementation of Malaria, HIV, and Tuberculosis interventions in line with UNDP rules, Global Fund requirements, and national health priorities.

Key Responsibilities

• Provide overall technical and programmatic leadership for the implementation of Malaria and HIV/TB workplans.
• Guide integrated programming approaches across the three diseases.
• Identify implementation bottlenecks and lead corrective actions.
• Oversee the preparation, quality assurance, and timely submission of programmatic reports to the Global Fund.
• Lead the development of analytical tools and dashboards.
• Promote knowledge management systems.
• Provide high-level technical guidance to UNDP implementation teams and national counterparts.
• Deliver specialized technical assistance in Malaria, HIV, and TB.
• Ensure end-to-end technical oversight of implementation.
• Promote institutional ownership through capacity-building initiatives.
• Support the application of results-based management (RBM) principles.
• Lead and manage the programme team.
• Institutionalize quality assurance systems.
• Establish and oversee technical review processes, audits, and peer-learning mechanisms.
• Strengthen internal coordination within the Health and Development Unit.
• Design and implement comprehensive risk management and mitigation strategies.
• Monitor compliance with biosafety, pharmaceutical, procurement, and clinical standards.
• Develop and monitor early warning indicators.
• Document and integrate lessons learned from risk events.
• Lead the development of National Strategic Plans (NSPs) for Malaria, HIV, and TB.
• Ensure NSPs are aligned with global technical guidance, national priorities, and Global Fund requirements.
• Strengthen coordination mechanisms with MPPS, PAHO/WHO, civil society, and other partners.
• Represent UNDP in technical working groups, coordination platforms, and advocacy fora.
• Lead stakeholder engagement and facilitate multi-sectoral collaboration.
• Design and oversee the implementation of capacity-building strategies.
• Develop technical guidelines, training materials, and operational manuals.
• Coordinate and deliver training activities.
• Contribute to the generation and dissemination of technical knowledge products.
• Promote the use of evidence and research.
• Establish structured coordination mechanisms with MPPS and partners.
• Oversee the development of Terms of Reference (ToRs) for technical assistance and consultancies.
• Support grant lifecycle management.
• Serve as the technical focal point for UNDP in all matters related to Malaria, HIV, and TB programming.
• Perform other duties as required by the supervisor.

Required Experience

• Minimum 3 years (with master’s degree) of relevant experience at the designing, implementing and supervising public health programs.
• Mandatory knowledge and experience in managing patients with Malaria, HIV and TB projects, and other infectious diseases (ambulatory or hospital).
• Experience with project planning.
• Experience in the design, negotiation and production of health strategic documents.
• Experience in writing technical/academic reports/articles.
• Experience working with UNDP, UN agencies or international organizations is required.
• Experience in fostering networks and partnerships.
• Experience in presenting and negotiating projects with national and international stakeholders (optional).
• Experience in writing, or development of scientific articles or abstracts.
• Experience in effective stakeholder management and networking.
• International experience in working in public health project in developing countries.
• Work experience in a challenging operating environment.
• Experience in knowledge transfer and capacity development of national counterparts.
• Experience in Global Fund projects, or other health projects financed with international or national donors.

Qualifications

Advanced university degree (master’s degree or equivalent) in Public Health, Clinical specialist related to HIV, Malaria, TB, and other infectious diseases, epidemiology or a related area.
