Malaysia Country Coordinator

Overview

The Malaysia Country Coordinator plans and coordinates membership and program services support to the Malaysian Red Crescent Society, coordinating support with Movement partners and the IFRC network. The role also facilitates peer exchanges and assists the Malaysian RC in strengthening its auxiliary role with the Government of Malaysia and expanding partnerships.

Key Responsibilities

• Facilitate the IFRC’s unified planning process in Malaysia.
• Guide overall National Society Development plans and approaches.
• Understand the needs and concerns of the MRCS and maintain a close working relation with MRCS leadership.
• Broker peer exchange, engagement and coordination of international humanitarian assistance for MRCS.
• Support Malaysian RC with their compliance with IFRC membership requirements.
• Guide humanitarian and developmental multilateral program support to MRCS.
• Coordinate support to MRCS in response to requests for international humanitarian assistance.
• Facilitate cooperation and coordination in all programmes and operations between MRCS and Movement partners.
• Oversee the implementation and monitoring of IFRC multilateral programme support to Malaysian RC.
• Provide assistance to MRCS to enhance its auxiliary role in the humanitarian field with the Government of Malaysia.
• Support MRCS to develop effective humanitarian diplomacy, communications and external relations.
• Be a focal point for the RD in establishing relationships with key Malaysian stakeholders.
• Oversee IFRC’s humanitarian diplomacy and advocacy efforts with the Malaysian Government, broader diplomatic community and key stakeholders.
• Arrange meetings and draft briefing notes to support IFRC’s advocacy and diplomacy in Malaysia.
• Contribute to the development of IFRC’s ASEAN engagement strategy and implementation of the IFRC/ASEAN MoU.
• Provide analysis on opportunities for advocacy on humanitarian issues in Southeast Asia.
• Facilitate and/or organise briefings or events for the diplomatic community.
• Contribute to and lead as requested, delegation-wide priorities.
• Represent IFRC with external stakeholders and forums.
• Build effective networks that enhance partnerships.
• Manage and mentor staff within the team.
• Ensure efficient and effective budget management and ERP system proficiency.
• Contribute to the CCD support plans with Brunei Darussalam RC.
• Engage as a member of the CCD Senior Management Team.
• Engage across the Asia Pacific Region as part of one team.

Required Experience

• 10+ years of work experience in managing operations for a humanitarian aid organisation and or development cooperation organisation
• 5+ years of experience at a senior management level
• 5+ years of work experience including management in a Red Cross/Red Crescent National Society, IFRC or ICRC
• 5+ years of experience of proven high-level communication skills backed by proven track record in programmes management
• Proven results-based experience on relationship management and resource mobilisation
• Proven experience in people management
• Proven record of security regulations implementation
• Proven experience in governance and leadership support
• Proven experience of acting in a representational role and maintaining donor and partner relations
• Proven experience of working in the region (preferred)

Qualifications

• University degree in relevant field
• Post-graduate (i.e., Master’s degree or equivalent) in social sciences/development studies, strategic/programme management, management studies or other relevant discipline (preferred)
• IMPACT course or equivalent knowledge
