Information and Evidence Officer (TJO), P3
Overview
Provides technical and advisory support for the design, establishment, and maintenance of evidence management infrastructures, and performs evidence handling and custodial obligations.
Key Responsibilities
- Assists in the design, establishment and maintenance of robust, scalable and secure evidence management infrastructures.
- Advises on processes, methodologies and tools for collection, ingestion, processing, preservation and analysis of information and evidence.
- Supports the processing, structuring and normalization of complex datasets.
- Provides expert guidance on data models, taxonomies and metadata schemas.
- Facilitates interoperability and information-sharing between systems.
- Designs and delivers specialized training programmes, workshops and capacity-building initiatives.
- Contributes to the development of training materials, policies, standard operating procedures and guidance notes.
- Coordinates with headquarters to process and prepare evidence assets for judicial processes.
- Ensures sound collection, preservation, registration, digitization, and secure permanent storage of collected material.
- Manages data ingestion, processing, and indexing of registered material.
- Establishes efficient procedures regarding the review of evidence and information.
- Defines, implements, and maintains an end-to-end data model.
- Develops eDiscovery requirements and workflows.
- Contributes to the design of the Mechanism's eDiscovery protocols and technology infrastructure.
- Prepares technical documents, gathers requirements, and initiates standardization and procurement practices.
- Provides training on eDiscovery and its tools.
- Acts as an administrator of eDiscovery tools.
Required Experience
A minimum of five years of progressively responsible work experience in information management or a related area is required. Experience in analyzing information using specialized e-discovery and data analysis software platforms is required. Experience in data modelling, advanced information retrieval is desirable. Experience with database management and programming languages such as SQL, Python, and R is desirable. Experience in managing and analyzing large volumes of structured data across multiple languages is desirable. Experience working with complex datasets in the context of criminal investigations is desirable. Experience working in international criminal or human rights accountability mechanisms is desirable.
Qualifications
Advanced university degree (Master's degree or equivalent) in information science, information systems, computer science, archival, law, social science or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
