Overview
Leads the implementation of the approved IT strategy 2026-2030 by establishing and maintaining an integrated, outcomes-focused programme roadmap. Provides authoritative technical and policy advice to senior managers on systems development.
Key Responsibilities
- Leads the implementation of the approved IT strategy 2026-2030 by establishing and maintaining an integrated, outcomes-focused programme roadmap; translates strategic priorities into coordinated initiatives, delivery plans, milestones, dependencies, governance arrangements and measurable benefits. Ensures that projects are positioned for successful delivery and remain aligned with organizational objectives, operating needs and resources.
- Provides authoritative technical and policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices.
- Plan, prioritizes and optimizes the allocation of available financial, human and technical resources across the IT strategy roadmap. Identifies capacity and capability gaps, develops mitigation options, and coordinates additional support, procurement or specialist expertise where necessary to protect critical outcomes and delivery timelines.
- Ensures that implementation activities incorporate appropriate standards for system architecture, information security, data governance, interoperability, service management and business continuity. Promotes solutions that are sustainable, reusable and aligned with the target enterprise architecture and long-term technology roadmap. Establishes and maintains programme governance, including delivery standards, decision-making forums, performance reporting, risk and issue management, change control and benefits-realization mechanisms. Monitors progress against agreed scope, schedule, budget, quality and outcomes measures.
- Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality.
- Develops and applies a data-driven approach to programme management by defining and monitoring KPIs, maturity measures, delivery dashboards and benefits metrics. Use evidence and analysis to demonstrate how implementation of the IT strategy is strengthening organizational capability, improving service performance, increasing integration and advancing digital and operational maturity.
- Prepares and monitors the budget, work program, and spending plan.
- Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work.
- Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment.
- Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
- Performs other assigned duties.
Required Experience
A minimum of ten years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Multi-year IT strategy implementation is required: led, or held primary accountability for implementation of an organization-wide IT/digital strategy or technology transformation roadmap lasting at least three years, from strategic planning through execution, governance, benefits realization, and transition to business-as-usual operations. Enterprise system architecture integration is required: demonstrated experience working with enterprise infrastructure, applications, data and security architects to design, implement, and maintain an integrated target architecture across multiple systems and platforms. Digitalization and automation delivery is required: delivered technology-enabled process improvements using workflow automation, ITSM tooling, robotic process automation, low-code/no-code platforms, self-service capabilities, or similar solutions, with evidence of efficiency, control, service quality and user experience improvements. Data-driven performance management is required: defined and used programme dashboards, KPIs, delivery metrics, service measures, adoption indicators and digital maturity measures to track implementation progress and demonstrate organizational outcomes. Financial service experience is desirable: delivered IT strategy, enterprise architecture, data, infrastructure, information security, digitalization or regulatory technology initiatives in a bank, pension fund, insurance organization, central bank, financial regulator, or similar regulated environment. Enterprise architecture certification is desirable: TOGAF, ArchiMate, cloud-architecture certification, or comparable enterprise, solution, data, information security, or infrastructure architecture credentials. Domain migration experience is desirable: led or materially contributed to an Active Directory/domain migration, identity and access management modernization, Microsoft Entra ID/Azure AD implementation, single sign-on deployment, endpoint management transformation, or tenant consolidation. Integrated roadmap delivery is desirable: developed, maintained, and executed an integrated programme roadmap covering multiple interdependent projects, including sequencing, milestones, critical path, dependencies, risks, resource requirements, decision points, and measurable outcomes. Change adoption and operating model redesign is desirable: led organizational change activities linked to IT strategy implementation, including operating model redesign, process standardization, service transition, training, communications, adoption measurement and handover to operational teams.
Qualifications
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
