Research and Analysis Support for Pacific El Niño Historical Impact/Preparedness

Overview

This assignment supports OCHA Pacific's preparedness and anticipatory action work by examining historical El Niño events and their humanitarian impacts across selected Pacific Island countries.

Key Responsibilities

• Compile evidence from previous significant El Niño events, including humanitarian impacts.
• Analyze which countries and population groups were most affected, and recurring patterns of vulnerability.
• Document government preparedness measures, early action and humanitarian responses.
• Compare historical patterns with emerging conditions during the 2026–27 El Niño.
• Develop country case studies and highlight lessons relevant to anticipatory action.
• Support the identification of indicators or warning signs from historical events.
• Participate in regular virtual check-ins with the OCHA focal point.

Required Experience

• Strong research and analytical skills
• Ability to identify and assess credible sources and synthesize information from multiple sources
• Ability to organize evidence systematically, including in Excel
• Ability to work independently and meet agreed deadlines
• Reliable access to appropriate equipment and stable internet connection
• Knowledge of Pacific Island countries and the region's climate and disaster risk context.
• Academic or professional exposure to climate change, environmental studies, disaster risk reduction, humanitarian affairs or development (desirable).
• Familiarity with the Pacific, ENSO/El Niño, climate-risk analysis or anticipatory action (an asset).
