Overview
The Women's Protection and Empowerment (WPE) Manager will be responsible for the technical quality of partner WPE mobile gender-based violence (GBV) prevention and response programming in Kachin state. This role ensures adherence to GBV guiding principles and supports service delivery.
Key Responsibilities
- Coordinate, plan, and technically supervise partner staff to ensure program quality.
- Represent as a GBV focal person in State level working groups and establish a strong referral pathway system.
- Document referral pathways and procedures; lead coordination and advocacy efforts with service providers and community leaders.
- Coordinate with IRC and partner health programs to ensure quality health referrals for GBV survivors.
- Design and implement mobile GBV service delivery to reach targeted IDP camps.
- Support partner staff to provide basic case management and psychosocial activities for survivors of GBV.
- Conduct GBV attitude, knowledge and skills assessments for partner staff.
- Support partner organizations to oversee outreach activities on GBV services.
- Develop and oversee M&E systems, tools, and ensure data collection and quality.
- Develop, expand, and increase quality delivery of GBV services.
- Contribute to the country-specific GBV strategy and positioning IRC as a strong GBV player.
- Provide guidance and technical support to key implementing partners through regular field monitoring visits.
- Develop capacity building plans for individual partner staff and community focal points.
- Provide technical capacity building and training to key partner organizations and other actors.
- Ensure all training materials and plans are aligned with IRCs global and contextually adapted guidelines.
- Ensure response work with survivors adheres to best-practice principles.
- Assess and analyze GBV situation in Kachin to develop a holistic program.
- Ensure that ethical and sound data collection and information management systems are in place.
- Work with program staff to ensure field experiences are documented and used for learning and advocacy.
- Support exploration and development of program expansion possibilities.
- Provide training and capacity building to other IRC and partner departments.
- Collaborate with HR department for recruitment of staff.
- Ensure positive relationships with IRC and partner staff.
- Supervise, and provide performance management feedback for staff under direct supervision.
- Identify and communicate capacity building needs.
- Prepare and maintain/update detailed work plan(s), spending plan and procurement plan.
- Ensure program documentation system is adequate.
- Manage grant/s for Kachin programs and collaborate for sub-grants management.
- Provide accurate and regular narrative and financial reports, and maintain detailed records.
- Conduct and draft needs assessment reports and other internal reports.
- Prepare program quarterly/annual donor report.
- Support drafting of program briefing materials and respond to requests for program information.
- Contribute to development of concept notes, proposals and strategic plans.
- Liaise and coordinate with other UN and NGO partners, ministry departments, local authorities, and beneficiaries.
- Liaise regularly and work closely with program, operations and finance staff in Yangon.
- Develop and maintain effective working relationships with relevant stakeholders.
- Regularly attend GBV sub-cluster meetings and other cluster meetings.
- Ensure all activities are carried out in accordance with IRC Operational policies.
- Other duties as assigned by the supervisor.
Required Experience
Overall responsibilities for ensuring the technical quality of partner WPE mobile gender-based violence (GBV) prevention and response programming. Experience reviewing Urdu content is required. Experience in translation/localization is required.
