Overview

The consultant will design, refine, and maintain digital and offline MEL systems, tools, and frameworks to support effective monitoring of Oky deployments. The role involves data collection, analysis, and reporting to assess performance and outcomes.

Key Responsibilities

• Design, refine, and maintain digital and offline MEL systems, tools, and frameworks.
• Upgrade the Oky Theory of Change and indicators as required.
• Develop context-specific MEL plans for new and existing deployments.
• Support the design and implementation of data collection processes.
• Conduct quantitative and qualitative analysis to assess performance and outcomes.
• Support the development and maintenance of dashboards.
• Provide technical inputs to internal and donor reporting.

Required Experience

• At least 12 years of experience in managing MEL for digital products and adapting traditional MEL approaches to suit digital products within and/or in support of an international organization.
• Expertise in MEL and/or research, ToC and/or M&E framework development. And/or evaluation in technology enabled programming for women and girls in low-and-middle income countries.
• Experience in guiding and training M&E staff or partners to deliver high-quality MEL approaches and evidence.
• Familiarity with digital programme solutions like Oky and related MEL requirements; previous experience with Oky MEL an asset.
• Experience in lean data approaches.
• Experience in using backend analytics (on a CMS, Firebase or Google Analytics) and technology for data collection.
• Proven skills in communication, networking, strategic thinking, advocacy, negotiation, donor report development, and ability to relate this to digital innovation and young people.
• Proven ability to conceptualise, plan and execute ideas.

Qualifications

Master's degree, A University degree in one of the following fields: social sciences, development, education, economics, gender, psychology, engineering, computer science, design, or another relevant field to UNICEF’s ICT and innovation work.
