Overview
The Roving Logistics Coordinator will oversee logistics functions including procurement, asset management, transport, and warehousing to support development and emergency programs. The role involves supervising the logistics team and ensuring adherence to Oxfam GB procedures.
Key Responsibilities
- Ensure procurement activities are conducted according to Oxfam GB principles and procedures.
- Manage transport means for optimal vehicle utilization and economy.
- Plan and ensure vehicle maintenance is performed according to procedures.
- Produce reports on fuel consumption, maintenance costs, and spare parts usage.
- Oversee communication means according to Oxfam standards and country laws.
- Ensure office electrical installations are functional and comply with health and safety principles.
- Develop logistics and procurement plans for projects.
- Maintain and update the equipment register for the Goma office, ensuring proper tagging and documentation.
- Make logistical work forms available for program use.
- Manage the Goma logistics team according to Oxfam GB standards.
- Ensure team members have clear objectives and job descriptions.
- Conduct timely performance evaluations for direct reports.
- Monitor objective achievement, performance reviews, and development plans for the Goma logistics staff.
- Recruit, train, and direct logistics personnel, including leave planning.
- Administer sanctions and disciplinary measures, including conducting investigations.
- Coordinate fleet management, ensuring vehicles are maintained and used economically.
- Maintain an overview of vehicle maintenance needs and qualified suppliers.
- Establish and maintain procedures for service quality.
- Ensure Tracpoint is used for fleet management and data collection for monthly reports.
- Supervise and update inventory lists and office assets, ensuring unique tag numbers and asset sheets.
- Participate in quarterly Oxfam GB asset inventories.
- Ensure asset decommissioning follows Oxfam GB procedures.
- Coordinate and manage procurements between OGB Goma logistics and other program departments.
- Receive and manage internal purchase orders from other OGB offices.
- Ensure transparency in the procurement and distribution system and report anomalies.
- Identify and engage potential and preferred suppliers, explaining Oxfam GB procedures.
- Coordinate with the finance department and budget manager for timely payment of goods and services.
- Develop a team and partner development plan.
- Support partners and logistics/program team members by organizing training and awareness events.
- Participate in needs assessments for proposal development and program evaluations.
- Provide field supervision to ensure service quality and strengthen field staff capacity.
Required Experience
- A graduate level equivalent to 3 years of higher education or at least 4 years of equivalent experience in logistics and administration, preferably with humanitarian organizations.
- Verified ability to manage and maintain good team spirit.
- Good knowledge of security procedures.
