Contracts Specialist (P-3), FT, # 00125937, Kabul – Afghanistan, APR (only open to Non-Afghan nationals)
Overview
Ensures all contracting activities are in compliance with UNICEF Financial Rules and Regulations and other applicable procurement procedures. Administers and manages contracts in collaboration with stakeholders.
Key Responsibilities
- Ensures contracting activities comply with UNICEF Financial Rules and Regulations, SD Manual, and procurement procedures.
- Works with programmes and partners on project/TOR design, TOR and work plan coordination, and long-term forecasting of service plans and funding.
- Administers and manages contracts, including development of specifications, bid openings, post-bid evaluation meetings, review of bid documents, and analysis of proposals.
- Advises management on contractual rights and obligations, compiles and analyzes data, and maintains historical information.
- Ensures competitive and transparent solicitation for service contracting and expands the vendor database.
- Provides technical advice to the Contract Review Committee (CRC) for contract awards.
- Prepares contracts and Long-Term Agreements (LTAs) in VISION and manages contractual activities up to delivery.
- Acts as focal point for maintaining regular updates and reporting of statistical reports relating to contract services and LTAs.
- Interacts and follows up with programme and operations sections on contractual management and timely delivery of services, including KPI achievement and evaluation of service providers.
- Identifies opportunities, barriers, successes, problems, and courses of action.
- Acts as focal point for the Procurement Case Management (PCM) platform, ensuring cases are allocated and updated.
- Provides supply input to donor dialogue and supports development of supply components of proposals.
- Provides input to capacity development initiatives in supply chains services for children.
- Supervises and identifies training needs of staff under supervision.
Required Experience
5 years of relevant work experience in Supply Management/Contracting/Logistics, procurement, contract management, supply chain management, logistics management, vendor management, sourcing, tender management, compliance, construction procurement, humanitarian operations or any other related field is required.
Qualifications
Master or equivalent (Advanced University Degree) in Business Administration, Management, Economics, Supply/Purchasing, Law, International Development, Health Administration and any other related field is a requirement.
