Senior Sexual Reproductive Health Officer - Capacity Building

Overview

Provide state or location-level technical support, capacity building, quality assurance, and implementation follow-up for IRC's Impact@Scale Project in assigned government PHCs and IRC static facilities. Support implementation of interventions to increase voluntary access to modern contraception and prevent and manage postpartum hemorrhage.

Key Responsibilities

• Build the capacity of health workers to implement Impact@Scale interventions for voluntary contraception access and PPH prevention using the E-MOTIVE Bundle.
• Plan, facilitate, and follow up competency-based training, on-the-job coaching, mentorship, simulation drills, supportive supervision, refresher sessions, and post-training follow-up.
• Support providers to apply E-MOTIVE components for early detection, escalation, treatment, and referral of PPH.
• Strengthen provider skills in family planning counseling, informed choice, method provision, infection prevention, documentation, follow-up, and referral.
• Use structured mentorship plans, skills checklists, action trackers, and competency assessment tools.
• Orient facility teams on approved algorithms, job aids, registers, quality improvement tools, referral forms, and reporting tools.
• Build facility capacity in other SRH-themed areas, including maternal and newborn health, antenatal care, postnatal care, safe delivery practices, BEmONC readiness, post-abortion care, STI management, and adolescent-responsive SRH services.
• Support respectful maternity care, client-centered counseling, gender-sensitive communication, privacy, confidentiality, safeguarding, and non-discriminatory service delivery.
• Strengthen referral readiness and linkages between PHCs, IRC static facilities, BEmONC service points, and CEmONC referral centers.
• Support facility teams to identify and address barriers to uptake of contraception and maternal health services.
• Support integration of Impact@Scale interventions into routine SRH and maternal health service delivery.
• Conduct routine supportive supervision visits to assigned government PHCs and IRC static facilities.
• Assess quality of service delivery, provider competence, documentation, infection prevention readiness, commodity availability, referral readiness, and client flow.
• Develop facility-specific action plans with facility teams and follow up completion of agreed corrective actions.
• Support quality improvement meetings, review of service delivery gaps, and implementation of practical change ideas.
• Document supervision findings and escalate unresolved technical, operational, or commodity-related issues.
• Monitor availability of family planning commodities, E-MOTIVE commodities, uterotonics, tranexamic acid, essential drugs, consumables, equipment, registers, and job aids.
• Support facility teams to track stock status, consumption, expiry, redistribution needs, and stock-out risks.
• Work with facility focal persons, pharmacists, storekeepers, and IRC supply chain teams to address gaps.
• Support timely identification and escalation of supply gaps.
• Promote rational use, proper storage, and accountability for SRH and PPH-related commodities.
• Support accurate documentation of contraception, PPH prevention, referral, training, supervision, and quality improvement activities.
• Review routine service data with facility teams to identify trends, gaps, and opportunities for improvement.
• Conduct data quality checks and support corrective actions for incomplete, inconsistent, or delayed reporting.
• Prepare timely activity reports, mentorship updates, supervision reports, and action trackers.
• Document field-level lessons, success stories, bottlenecks, and promising practices.
• Coordinate closely with facility leadership, Local Government Area health authorities, government PHC teams, IRC static facility teams, and other partners.
• Participate in state or location-level SRH and maternal health coordination meetings.
• Work with the Senior Clinical Outreach Officer and community-facing teams to ensure demand creation is linked to quality facility-based services.
• Support community feedback mechanisms and ensure client concerns related to SRH service quality are escalated appropriately.
• Contribute to cross-location learning among Maiduguri, Monguno, Yola, and Sokoto teams.

Required Experience

• Minimum 3-5 years of progressive experience implementing SRH, family planning, maternal health, BEmONC, or humanitarian health programs.
• Demonstrated experience providing training, on-the-job coaching, clinical mentorship, supportive supervision, and quality improvement support to facility-based health workers.
• Experience working with government PHCs, IRC static facilities, facility managers, LGA health teams, and community-linked service delivery structures.
• Experience monitoring drug, commodity, equipment, and facility readiness for SRH and maternal health services.

Qualifications

Bachelor's degree or equivalent qualification in Nursing, Midwifery, Public Health, Community Health, Reproductive Health, Medicine, or a related clinical or public health field.
