Overview
Responsible for administering entitlements and benefits, planning and budgeting for human resources, monitoring data, managing performance, and overseeing recruitment and selection processes.
Key Responsibilities
- Advises on policies and practices for entitlements and benefits.
- Receives and reviews grievances related to entitlements and benefits.
- Reviews and recommends remuneration for consultants.
- Represents the office in working groups on salaries and conditions of service.
- Participates in building awareness on staff rules and regulations.
- Monitors and evaluates guidelines, HR rules, regulations, practices, and procedures.
- Participates in mission planning for staffing requirements and organizational structure.
- Conducts analysis and provides input on capacity gaps.
- Contributes to budget development by reviewing drafts and providing input on HR requirements.
- Reviews and monitors staffing related costs and expenditures in the ERP system.
- Advises hiring managers on post and staff movements.
- Reviews documentation for classification requests.
- Monitors staff time and attendance data.
- Ensures accuracy of Danger Payment claims.
- Monitors Flexible Working Arrangements and provides analysis.
- Supports the implementation of the performance appraisal system.
- Liaises with training centers for performance management programs.
- Monitors compliance of the Performance Management System.
- Counsels staff and managers on underperformance and facilitates PIPs.
- Manages recruitment processes, including forecasting vacancies and screening candidates.
- Reviews job openings in consultation with hiring managers.
- Conducts preliminary review and submits recruitment cases to FCRB.
- Arranges and conducts interviews for candidate selection.
- Reviews recommendations on candidate selection.
- Participates in task forces and working groups on recruitment and staff selection.
- Supervises day-to-day functions and coordinates travel matters.
- Oversees administration of official Mission travel and shipments.
- Certifies travel authorizations.
- Ensures collection of costs for deviations from authorized itineraries.
- Certifies Expense Reports.
- Liaises with airline representatives, travel agents, and airport authorities.
- Liaises with Budget and Finance Offices for Funds Commitment documents.
- Counsels staff on travel issues and trains junior staff.
- Maintains a database system for workload analysis and travel expenditures.
- Contributes to monitoring and evaluation of delegated authorities and HR indicators.
- Assists in developing change management plans.
- Assists with developing a communication strategy.
- Conducts research on precedents, policy rulings, and procedures.
- Maintains human resources information systems and generates reports.
- Advises and counsels staff on rights, responsibilities, code of conduct, and difficulties.
- Assists in preparing policy papers and briefing notes on HR management.
Required Experience
At least 10 years of progressively responsible experience in human resources management, administration or related area is required. The minimum years of relevant experience is reduced to 5 years for candidates who possess a first level university degree. At least three (3) years of experience working as a Recruiter in Inspira is required. At least three (3) years of experience in the administration of Individual Uniformed and Non-Staff Personnel is required. Experience in the Staffing Review process, Staffing Table/Post Management, including, experience in data analysis and preparation of Human Resources analytical reports for presentation to senior management is required. Experience in supporting staffing review, redeployment or nationalization of positions and downsizing is desirable. Extensive experience in the Administration of Justice and addressing staff grievances is desirable. Experience with supervising a team is desirable.
Qualifications
High-school or equivalent diploma is required. The minimum year of qualifying experience can be reduced to 5 for candidates who possess a first level university degree. Technical or Vocational Certificate and/or training in human resources management, business or public administration, social sciences, education or related field experience is desirable.
