Programme Policy Officer (BNP-PMU Manager) - NOC - Islamabad
Overview
Provides strategic leadership to the Programme Management Unit (PMU) for the Benazir Nashonuma Programme (BNP) and serves as a liaison between BISP and WFP, WHO, and UNICEF.
Key Responsibilities
- Contribute to BISP programme policy formulation.
- Provide technical advice on programme and policy issues.
- Assist counterparts in planning, formulation, and implementation of assistance programmes.
- Establish and maintain operational partnerships.
- Coordinate operational research and evidence building.
- Manage the preparation and dissemination of analytical reports.
- Advise and support the development of functional training.
- Lead, motivate, and develop PMU staff.
- Contribute to BISP Emergency Preparedness.
- Lead the BNP Programme Management Unit (PMU).
- Ensure coordination of new capacities in PMU.
- Coordinate efforts supporting BISP CCT Programme Innovation, Digital Transformation, and Data-Driven Decision Making.
- Support BISP in developing strategic partnerships.
- Identify gaps and advise on staffing, resources, processes, and training.
- Coordinate the work of the BNP PMU with BISP and UN Country Office teams.
- Provide strategic guidance to changes in approach or coverage.
- Support the development of systems and capacities for maintaining and enforcing programme practices and standards.
- Identify and address programmatic issues affecting BNP implementation.
- Ensure activities funded by special donors are implemented according to plan and reported on.
- Work with the risk management team for implementation and reporting of risk management measures.
- Plan required adjustments of programme caseloads to align supply chain planning.
- Oversee and ensure timely preparation and dissemination of reports.
Required Experience
A minimum of five (5) years of relevant postgraduate professional-level work experience in areas around project management, including human capital development, general development, nutrition or health. Previous experience in nutrition responsive social protection programming and/or coordination in both humanitarian or development contexts (International organizations and/or UN system). Proven experience in working with the Government of Pakistan and UN programmes and systems.
Qualifications
Advanced University degree in Business, Development Studies, Economics, Political Science, Project Management or any other relevant field within Social Science, or First University Degree with two (2) additional years of related work experience and/or trainings/courses.
