Local Consultancy - Technical and operational support and coordination of Local Technical Committees (LTCs) on Migration Governance

Overview

Provide technical, coordination, and operational support to the Local Technical Committee on Migration Management in DCMA to ensure its effective functioning and contribution to improved migration management outcomes at the local level.

Key Responsibilities

• Review existing LTC Terms of Reference, membership, and operational arrangements.
• Develop and/or update standardized LTC operational tools.
• Develop an annual DCMA LTC workplan.
• Coordinate and facilitate 8 regular DCMA LTC meetings.
• Serve as the focal point for communication between DCMA LTC members, local authorities, and the project team.
• Support the implementation and tracking of DCMA LTC recommendations.
• Provide continuous technical guidance to DCMA LTC members.
• Identify capacity gaps and support refresher sessions or technical briefings.
• Strengthen coordination and information flow between the DCMA LTC and national-level migration coordination mechanisms.
• Prepare concise monthly progress reports and quarterly analytical reports.
• Document good practices, lessons learned, and case examples.

Required Experience

• Minimum five (5) years of relevant professional experience in migration governance, local governance, programme coordination, or related areas.
• Demonstrated experience coordinating or supporting multi-stakeholder technical committees, task forces, or working groups at the local or sub-national level.
• Proven knowledge of local government systems, decentralized governance structures, and local service delivery and referral mechanisms in Ghana, particularly within metropolitan, municipal, or district assemblies.
• Strong understanding of labour migration governance, ethical recruitment, migrant protection frameworks, and referral pathways at the local level.

Qualifications

University degree in Migration Studies, Public Administration, Social Sciences, Development Studies, or a related field from an accredited academic institution.
