MEAL Officer - Réponse Ebola (IPC/WASH, RCCE et Protection)

Overview

The MEAL Officer will be responsible for the operational implementation of the MEAL system for IPC/WASH, RCCE, accountability, and integrated protection interventions in the North Kivu intervention areas.

Key Responsibilities

• Develop and maintain a consolidated database of activities, digitalize data collection tools in CommCare, conduct IPC assessments, monitor feedback and rumors, control data quality, and produce necessary analyses.
• Implement the MEAL framework for IPC/WASH, RCCE, accountability, and integrated protection interventions.
• Digitalize activity monitoring tools in CommCare, integrating validation rules, unique identifiers, and controls.
• Ensure the use of the IRC standard IPC Toolkit v2 for health facility assessments.
• Update the Indicator Tracking Table (ITT), reach tracker, master lists, and dashboards.
• Plan and conduct IPC assessments in health facilities.
• Support the implementation of feedback and complaint mechanisms.
• Establish systematic monitoring of rumors, misinformation, perceptions, information needs, trust levels, and barriers to behavior change.
• Monitor the reach, quality, relevance, and inclusivity of community dialogues, home visits, awareness sessions, radio broadcasts, and activities with community leaders and structures.
• Monitor protection risk mitigation activities, MHPSS, safeguarding, PSEA, and referral mechanisms.
• Implement regular quality checks to ensure data completeness, accuracy, consistency, timeliness, validity, and integrity.
• Analyze data by health zone, site, partner, activity, and period.
• Update Power BI dashboards and other visualization products.
• Train and coach IRC teams, partners, enumerators, health facility staff, and community relays on monitoring tools, CommCare, indicator definitions, data quality, accountability, and ethical data collection.

Required Experience

• At least one year of relevant experience in monitoring and evaluation, data management, public health, WASH, RCCE, accountability, protection, or a related field; two years or more is desired.
• Experience in primary data collection, database management, quality control, analysis, and reporting in a humanitarian or health context.
• Experience in multisectoral monitoring, health facilities, IPC/WASH, feedback mechanisms, community engagement, or protection activities is desired.
• Experience in an epidemic response, public health emergency, or insecurity context is a significant advantage.
• Experience working with field teams, public authorities, community structures, and local partners is desired.

Qualifications

University or technical diploma in monitoring and evaluation, statistics, data management, public health, WASH, social sciences, communication, social work, protection, or a related field.
