Overview
Oversees and coordinates water, sanitation, and hygiene (WASH) initiatives, focusing on urban settings and institutions. Responsible for leading the planning, implementation, monitoring, and evaluation of urban WASH construction projects.
Key Responsibilities
- Manages and implements technical and administrative tasks related to WASH construction contracts for urban water supply and sanitation infrastructure.
- Focuses on the design and delivery of conventional and non-conventional water schemes in urban settings, including contract development, supervision, project oversight, and quality assurance.
- Conducts regular site inspections and monitoring of construction activities, with particular attention to institutional WASH facilities and water treatment plant rehabilitation works.
- Provides technical guidance daily on water supply systems construction, maintenance, and rehabilitation, including treatment plant operations and maintenance procedures.
- Develops and implements comprehensive Quality Assurance and Quality Control (QA/QC) plans aligned with UNICEF standards, national regulations, and donor requirements.
- Prepares learning and knowledge products documenting quality assurance approaches, challenges, and solutions.
- Provides regular progress reports on contract implementation, construction supervision, and quality assurance activities.
Required Experience
- Minimum 5 years of professional experience in WASH infrastructure project management, construction supervision, or contract administration.
- Demonstrated experience in managing water supply and sanitation construction projects, preferably in institutional or treatment plant settings.
- Proven experience in contract management, including tender preparation, contractor supervision, and financial oversight.
- Experience with quality assurance and quality control in construction projects.
- Experience working in protracted emergency or development contexts is an asset.
- Familiarity with donor-funded projects (World Bank, AfDB, KFW) and their requirements is an asset.
Qualifications
- Master’s degree in civil engineering, Water Resources Engineering, Environmental Engineering, or related field.
- An advanced certification or diploma in construction management, contract administration, or quality assurance is an asset.
