Overview
The incumbent acts as the DCIS Configuration Management Process Owner with a specific focus on Release Packages for NCISG. The role involves planning, delivering, and supporting NATO’s Deployable Communication and Information Systems (DCIS) to enable command and control for deployed HQs.
Key Responsibilities
- Acts as a DCIS Configuration Management Process Owner within NCISG DCIS for CIS assets with the specific focus on Release Packages/Authorised Release Packages.
- Ensures that Configuration Management (CM) process documentation and instructions are elaborated with external stakeholders and continuously maintained to stay relevant.
- Advices and guide NATO Signal Battalions (NSBs) about CM activities supporting DCIS in garrison and when in preparation for exercise/operation.
- Defines and maintains functional requirements required database structures, data item dictionaries and all data migration functions for DCIS Configuration Management Database (CMDB).
- Leads coordination process for Minor, Major and Emergency Changes to DCIS systems with external stakeholders i.e. NCIA.
- Leads internal NCISG DCIS CM working groups for all DCIS changes in order to perform problem diagnosis/resolution, writing meeting minutes and execute Quality Control process by reviews, walkthroughs and audits.
- Develops, maintains and prepares training plans for NCISG CM staff in order to execute deployed CM activities on the agreed database toolset.
- Represents NCISG at appropriate configuration management working groups and management boards.
- Executes Quality Control process, and is responsible for process gap analyses.
- Monitors the configuration management process and Continual Service Improvement Plans.
- Contributes to the development of other NCISG service management and control processes and participates in relevant service management working groups.
Required Experience
- Minimum 2 years of experience with developing, implementing and managing the CM process within the specific toolset (i.e. ioCORE).
- Proven knowledge about DCIS services architectures and DCIS baseline management.
- Recent experience (within last 3 years) with planning and execution of DCIS services in support of military operations and exercises.
- Minimum 2 years of experience with CIS configuration data management lifecycle, requirements collection and analysis in the context of OPS/EXE planning and execution.
- Minimum 2 years of Experience with CMDB requirements development and management in the context to support deployable IS architecture and FS services.
- Minimum 2 years of Experience with CM training preparation and delivery.
- Proven broad and deep functional area knowledge coupled with equivalent knowledge of the activities of other related/supported organizations.
- Proven wide experience in office communication and information systems.
- High level of organizational, coordination and communication skills are necessary.
- Proven knowledge of NATO Configuration Management Policy and Standards (Desirable).
- Proven knowledge of NATO Change Management Process (Desirable).
- Minimum 2 years of experience with IT Service Management (ITSM) (Desirable).
- Minimum 2 years of experience in CM tools (Cable Solve, SDE, ITSM) (Desirable).
- Minimum 2 years of experience with CIS requirements elicitation, verification and validation (Desirable).
- Practical skills in Project Management (Prince 2) (Desirable).
- Knowledge of Object Oriented Analysis and Design (e.g. UML) (Desirable).
- Minimum 2 years of experience with Configuration Control tools, requirements engineering tools (e.g. Rational, DOORS) (Desirable).
- ITIL v3 or V4 foundation (Desirable).
- PRINCE 2 Foundation (Desirable).
Qualifications
• Higher Secondary education and completed higher vocational training in information technology, information systems engineering or related discipline leading to a formal technical or professional certification with 4 years post related experience, OR Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 6 years post related experience.
