Overview
The Financial Data and Compliance Monitoring Analyst will analyze financial data submitted by political parties and electoral contestants to identify trends and potential legal breaches, thereby enhancing monitoring and enforcement mechanisms for political finance.
Key Responsibilities
- Review and assess financial disclosures for completeness, accuracy, consistency, and timeliness.
- Conduct detailed analysis of financial data to identify discrepancies and potential non-compliance.
- Verify compliance with reporting formats, legal requirements, and documentation standards.
- Prepare analytical reports on findings, including trends and incidents of illicit financing.
- Identify and flag potential non-compliance issues for further consideration.
- Apply risk-based assessment tools to prioritize cases for investigation.
- Produce comprehensive analytical reports summarizing findings, trends, and systemic issues.
- Provide recommendations for optimizing financial analysis practices and compliance.
- Ensure financial data analysis is based on the CEC’s adopted methodology.
- Update analysis approaches to reflect new legal changes, audit standards, or emerging risks.
- Provide regular progress reports on methods of analysis, findings, and discrepancies.
- Offer recommendations or guidance to political parties on improving financial reporting.
- Collaborate with legal experts, IT developers, and auditors for cohesive oversight.
- Contribute to the development of training materials or guidance notes on financial compliance.
- Participate in regular internal meetings and support training events.
Required Experience
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of progressive experience in accounting, financial management, financial evaluation, audit and/or other relevant area.
- Desired skills include experience in development and implementation of financial evaluation assignments and/or audits; demonstrated experience in budgeting and financial analysis; experience in conceptualizing and implementing financial controls; experience with IPSAS and/or IFRS; proficiency in IT software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages; experience in handling web-based management systems; demonstrated experience working with national fiscal legislation, tax regulations, and accounting standards; previous engagement in political parties financial control and oversight; proven previous cooperation experience with public institutions, international organizations, donor institutions or development agencies; experience of complete financial management in an international organization.
Qualifications
- Advanced university degree (Master's degree or equivalent) in Accounting, Finance, Economy or another relevant field is required OR A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional 2 (two) years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- A professional accounting qualification from an internationally or locally accredited institute of accountancy and/or professional associations of audits; and/or Advanced (Master’s) University Degree in Finance and/or Accounting is required.
