Overview
The role involves supporting CAPTAC-DR member countries in designing and implementing tax administration reforms, aligning with FAD-recommended strategies. The advisor will provide technical and operational advice, coordinate capacity development activities, and manage the tax administration program.
Key Responsibilities
- Consulting with revenue authorities of member countries.
- Supporting the Center Director in developing and monitoring the CAPTAC-DR work plan.
- Providing technical and operational advice on tax administration reforms.
- Supporting the implementation of recommendations from FAD missions and workshops.
- Preparing and delivering tax administration workshops and training courses.
- Providing coordination and logistical support to short-term tax administration experts.
- Managing the CAPTAC-DR tax administration program, including preparing work plans and budgets.
- Ensuring consistency between country work plans and FAD-recommended reform initiatives.
- Monitoring, reporting, and accounting for progress through a results-based management framework.
- Assisting member countries in gathering tax administration data under the ISORA initiative.
- Coordinating with other CD providers and their experts in the region.
- Working closely with the CAPTAC-DR customs administration advisor.
- Contributing to CAPTAC-DR corporate activities, including annual reports and outreach activities.
Required Experience
- Extensive practical experience in the core operations of a tax administration and a minimum of 5 years in a senior management position within a tax administration.
- Preference for applicants with broad experience in developing and implementing tax administration reform programs, experience in technical and operational capacity building in tax administration, experience in managing or overseeing CD delivery and coordinating with other CD providers and donors, and awareness of issues and challenges facing tax administration reforms in Central America, Panama, Dominican Republic, and other regions.
Qualifications
An advanced university degree in a relevant field and/or five years of professional experience within a revenue/tax administration or international organization providing TA on revenue policy and administrative matters.
