Overview

Lead the design and implementation of an evaluation for the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 in Cabo Verde. The purpose is to assess strategic positioning, performance, and contribution to national development results and progress toward the Sustainable Development Goals (SDGs).


Key Responsibilities
  • Lead the design and implementation of the evaluation methodology
  • Coordinate the work of team members
  • Ensure quality and coherence of all deliverables
  • Lead stakeholder consultations and validation processes
  • Draft and finalize the evaluation reports.
  • Prepare Inception Report
  • Develop and submit data collection tools, including interview guides, focus group discussion protocols, and survey instruments.
  • Prepare Evaluation Report
  • Submit final evaluation report
Required Experience
  • At least 10 years of experience in evaluation of development programmes, including UN system evaluations is required.
  • Proven expertise in theory-based evaluation and mixed-methods approaches is desirable.
  • Strong knowledge of UNSDCF/UNDAF evaluations and SDGs is desirable.
  • Experience in Small Island Developing States (SIDS) contexts is highly desirable.
  • Demonstrated expertise in at least one thematic area (economic development, social sectors, climate change) is desirable.
Qualifications
  • Advanced university degree (master's and equivalent) in economics, development studies, public policy, evaluation, or related field is required.
  • A bachelor’s degree in combination with two additional years of relevant experience may be accepted in lieu of the master’s degree.
