Overview
The National Evaluation Socio-Economic and Gender Specialist will assess the strategic positioning, performance, and contribution of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 in Cabo Verde to national development results and progress toward the Sustainable Development Goals (SDGs).

- Review Constitution of the sampling frame

- Drafting of Inception Report
- Secondary Desk Review
- Data collection in the field
- Validation of information
- Prepare Evaluation Report
- Submit final evaluation report
Required Experience
- At least 5 years of experience in program design, implementation, or evaluation in social development sectors (e.g., health, education, social protection) is required.
- Demonstrated experience applying gender-responsive and human rights-based evaluation approaches is desirable.
- Strong knowledge of Cabo Verde´s social sector challenges, particularly around education, health and social protection is desirable.
- Strong knowledge of national development policies (PEDS II, SDGs, VNR process) is desirable.
Qualifications
- Advanced degree in social sciences, economics, or related field is required.
- A bachelor’s degree in combination with two additional years of relevant experience may be accepted in lieu of the master’s degree.
