Reproductive Health Manager
Overview
Leads the implementation of IRC Yemen’s reproductive health portfolio at community level, ensuring services are delivered in accordance with standards and national guidelines. Provides technical supervision and capacity building to staff, and represents IRC in coordination forums.
Key Responsibilities
- Leads the implementation of the reproductive health program and overall IRC strategy at different levels: community level, mobile health teams, static health facilities, and in supported EmONC facilities.
- Ensures that RH services are provided in accordance with MISP standards and national / international protocols.
- Coordinates ongoing RH programming within Health and ensures integration with Protection services.
- Facilitates coordinated work-planning with clear roles and responsibilities.
- Provides technical and clinical supervision to project staff, inclusive of ongoing capacity building, professional development, technical support and performance reviews.
- Conducts field visits to monitor and support RH activities, provide quality technical support and contribute to improved quality programming.
- Holds regular meetings with program staff to discuss progress, issues, problems and accomplishments.
- Facilitates / co-facilitates training and workshops based on assessed training and capacity development needs.
- Assists in developing project budgets and proposals entailing RH programming.
- Ensures that the program is implemented according to schedule and budget.
- Supports the Health Coordinator / Senior Health Manager to track budgets, procurement plans, and work plans.
- Participates in rapid needs assessments.
- Actively participates in coordination mechanisms, represents the IRC in reproductive health and health cluster technical working groups.
- Leads the development and implementation of data collection, M&E and quality control measures for reproductive health services.
- Supports the development of referral pathways.
- Develops a community reproductive health awareness package.
- Leads the development of appropriate IEC materials on reproductive health.
- Works closely with the reproductive health officers and pharmacy assistants to ensure availability of RH commodities, essential medicines and reproductive health kits.
- Advocates with and/or advises peer agencies, local health authorities and other stakeholders.
- Directly oversees the RH Officers and the reproductive health field team.
- Supports the recruitment of additional RH team members.
- Supports with team building, performance review, and professional development of staff.
- Participates in the development/review of mentorship plans and other activity plans.
- Works closely with project coordinators/managers to identify implementing partners, co-design interventions, monitor implementation, and provide supportive supervision.
- Ensures the development of regular performance monitoring plans.
- Facilitates joint development of capacity building plans for partner organizations.
- Arranges regular meetings with implementing partners.
- Develops and maintains effective working relationships with relevant stakeholders.
- Participates in preparation of internal and external reports.
- Takes responsibility for collection, analysis and dissemination of reproductive health project data.
- Supports project staff to maintain program records and documentation.
- Promotes a culture of learning and documentation.
- Supports the development of reproductive health monitoring and evaluation tools and related activities.
- Ensures proper documentation of all training, completion and analysis of pre and post knowledge tests and on the job supervision checklists.
- Performs other duties as assigned by the Health Coordinator.
- Promotes and actively participates in initiatives and efforts to build team engagement, inclusion, and cohesion.
- Fosters ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
Required Experience
At least 3-5 years of relevant experience related to RH, MNH and FP at different levels of service delivery. Previous NGO/INGO experience in a conflict-affected setting in a reproductive health management capacity. Strong experience in reproductive health coordination and project management. Management, training and supervision experience required. Experience in budget management, including budget forecasting, spending plans and BvA review.
Qualifications
BSc/BA degree in Nursing, Midwifery, OBS/GYN, Medicine, Public Health or another relevant health-related discipline. A master’s degree or equivalent in SRH, Public Health, Global Health or other relevant discipline is an advantage. Training or certification in MISP for reproductive health in emergencies, EmONC, family planning and/or clinical management of rape is an asset.
